In Luxembourg, starting a business comes with obligations. Affiliation to the Joint Social Security Centre (CCSS) is mandatory: it notably covers workplace accidents via the Accident Insurance Association (AAA). Company vehicles fall under mandatory motor liability (law of 16 April 2003). And professional liability is mandatory for certain regulated professions: architects and consulting engineers, lawyers, real-estate agents, insurance brokers and intermediaries, medical and paramedical professions, accountants, travel agents.
Beyond obligations, most activities benefit from broader protection. Four licensed insurers shape the business market: LALUX (easyPROTECT PRO), Foyer (multirisk pro), Baloise (Business + Professional Liability) and AXA (Atouts Pro). Also think of the business permit, a prerequisite to commercial, craft or professional activity. On tax, the Luxembourg insurance premium tax (IPT) is 4% — one of the lowest rates in the EU; life, disability, marine insurance and reinsurance are exempt. It is administered by the Registration Duties, Estates and VAT Authority (AED).
Operating liability covers damage to third parties in everyday activity; professional liability covers your faults or errors in performing services. Often essential together.
Protects your premises, equipment and stock (fire, water damage, theft, machinery breakdown) and compensates business interruption in case of stoppage.
Covers cyber-attacks, data loss and digital liabilities. Often excluded from multi-risk: dedicated cover is increasingly needed.
The most extensive contracts go further: vehicle fleet (LALUX), company accident insurance (supplementing statutory workplace accident), directors' liability (LALUX, Foyer), "key person" cover and loss of goodwill value (Foyer), or data and archive reconstitution (Baloise). The right contract depends on your sector — hence the value of comparing on cover, not just on price.
A comparative reading of the official IPIDs — strengths and differentiation.
LALUX easyPROTECT PROA particularly broad business cover. The contract is structured by 8 business sectors (liberal professions, medical/paramedical, food, services/commerce, HORECA, construction, automotive, agricultural), each with its dedicated cover. It is the only one to quote a liability ceiling: €12 million per claim. A true all-in-one: liability, property (multi-risk, professional equipment breakdown, commercial unemployment), vehicle fleet, company accident insurance, optional directors' liability. The 2026 IPID adds an option that is rare on the Luxembourg market: pure financial loss — the losses that flow neither from bodily injury nor from property damage, typically a client's lost earnings after a mistake. Operating liability also carries uncommon extensions: neighbourhood nuisance, damage caused by subcontractors, theft by employees, bodily injury to trainees and volunteers. Two limits worth knowing: legal protection is granted up to €650 at index 100 (an indexed amount) and accidental pollution is covered only in the Grand Duchy, whereas the other liability covers apply across Europe. Business-starter discount and monthly payment at no extra cost.
Foyer multirisk proA reference insurer on the market, with a multi-risk business cover in two targeted plans: "Office professions" and "Commerce and Services" (the latter including post-delivery liability). Distinctive points: machinery breakdown, the "key person accident" cover (covering the loss of an essential director or employee) and loss of goodwill value. Liability, criminal defence and civil recourse are valid worldwide — except in the USA and Canada for post-delivery liability, and accidental pollution remains limited to Luxembourg. Directors' liability is available, and the plan also includes natural catastrophes, office and electronic equipment breakdown and an Assistance Pro service.
Baloise Business + RC ProA two-brick approach: an "à la carte" Business multi-risk and a dedicated Professional Liability contract, core range for liberal and intellectual professions. Strengths: data and archive reconstitution costs (Business), and on professional liability some rare extensions — intellectual rights, fee recovery and above all the "internet risks liability" extension, the closest to cyber on the market. Machinery breakdown and all-risks electronics included. Geographic scope of the professional liability cover: contractual liability applies across the European Union and Switzerland, extra-contractual liability worldwide excluding the USA and Canada. Note: liability of corporate officers and decennial liability are excluded — two gaps to cover elsewhere for a director or a construction company.
AXA Atouts ProA modular multi-risk business cover (base + inseparable options + independent options). Notable strength: property protection outside premises (remote work, at clients, fairs, sites) and operating liability covered worldwide. The base covers fire, electrical damage (including defrosting of goods in freezers and cold rooms), water damage, storm and hail, earthquake, glass breakage, plus building liability and building legal protection. Inseparable options: theft and vandalism, rain and flooding, indirect losses, business interruption — which can now be replaced by extra operating costs alone, without business interruption — IT and electronic equipment breakdown, and own-account goods transport. Mind the deadlines: claims must be reported within 8 days, but within 24 hours for theft, attacks or industrial disputes. Note: AXA explicitly excludes cyber, directors' liability and agricultural activities — to factor into the comparison.
It is the most important finding of our analysis: cyber risks are poorly covered by standard Luxembourg business contracts. AXA explicitly excludes cyber and IT data loss. LALUX and Foyer do not offer cyber insurance in their multi-risk contracts. Only Baloise offers an "internet risks liability" extension on its professional liability — real protection, but partial, which does not replace a full cyber contract (breach notification, crisis management, ransomware, restoration costs).
In the context of the European NIS2 directive (strengthening cybersecurity obligations), and as SMEs are increasingly targeted, dedicated cyber insurance is becoming an almost essential complement to multi-risk, especially for IT-dependent activities. Without premises or heavy equipment, professional liability (and operating liability) is often enough to cover the essentials: your faults and damage to third parties. Depending on your profession, professional liability may be mandatory. Think of legal protection and, if you handle data, cyber.
As soon as you have premises, stock, equipment or employees, multi-risk business insurance becomes more suitable: it protects your property, business interruption and liability. Add the vehicle fleet, directors' liability and cyber by your exposure.
