For good coverage in Luxembourg, you generally have to pay between €50 and €80 per month, without bonus or penalty. However, the price varies greatly depending on two factors:

  • Your bonus or malus It can in some cases halve the price of the insurance premium! This bonus-malus is determined by the number of accidents you have had in recent years. The more accidents you have had, the more you will pay in monthly premiums.
  • The price of your vehicle The higher it is, the more expensive your insurance will be, as repairs and reimbursements will cost more in the event of an accident.

Car insurance rates: the cheapest contracts in Luxembourg

It is possible to find car insurance for 30 € to 45 € per month without bonus or malus (which can bring the price down to 15€ or 20€ per month with a good bonus).

However, these insurances offer fairly basic cover. They include civil liability, legal protection, sometimes assistance and some essential cover. But some guarantees may be missing, such as cover against animal strikes, against theft of your car, or assistance in case of breakdown. Property damage in case of an at-fault accident is usually not included either.

You can opt for a minimum insurance if you use your car infrequently and are on a tight budget. Nevertheless, it's a good idea to have a look around, don't expect to be fully covered in the event of a claim. It's a choice you have to make according to your means, the value of your vehicle and the level of peace of mind you want on a daily basis.

Should I choose comprehensive insurance?

In Luxembourg, "Casco" insurance ("Tous risques" for France or "Omnium" in Belgium) protects against material damage to the vehicle. In addition to all the essential covers, these insurances can include interesting options, such as :

  • Replacement of your vehicle ;
  • Reimbursement of the new or second-hand value of your vehicle, under certain conditions (check the contract carefully before signing it, there may be discounts on the amount reimbursed depending on the age of your car);
  • The reimbursement of personal effects damaged in the accident ;
  • A enhanced legal protection (which accompanies you even in the event of an at-fault accident and which can also cover your family);

How to choose an insurance for your car in Luxembourg?

In Luxembourg, the most basic car insurances include a series of basic guarantees. These generally have civil liability (which protects you in case of an accident), basic legal protection (or 'Défense Recours', which will offer you assistance in defending yourself) and an emergency assistance number (to receive support in case of breakdown or accident).

In the coverage we consider essential, we also include all non-driving risks of the vehicle that may be common, such as :

  • fires
  • forces of nature (flood, hail, storm)
  • broken glass (broken windows).

In Luxembourg, such cover can be particularly useful. The floods in the summer of 2021 affected many cars and properties, and underlined the importance of insurance against natural risks. Damage caused by a flood, storm or hailstorm can be very expensive, especially if your vehicle is expensive. And unfortunately, these events will become more frequent with climate change.

If a disaster strikes your vehicle, or someone breaks your windows, you will appreciate being covered and reimbursed for the damage you have suffered.

We advise you to check carefully for the presence of these essential covers before requesting a quote for your car insurance. Also, for your convenience, and if you can, choose an insurance that protects against theft and vandalism. The options offered in insurance contracts

Is it more expensive to insure a vehicle in Luxembourg?

Without bonus or malus, you have to pay at least 45 € / month for the most basic insurance in Luxembourg. In France, for that price, you could get a comprehensive insurance (or "Omnium" in Belgium). In Luxembourg, you will simply have :

  • a liability
  • a legal protection basic (defence and recourse)
  • some basic coverages (fire, acts of God, glass breakage), but not all.

In any case, it is important to compare the cover offered by each car insurance policy before committing yourself. Start by analysing the cover and then ask for several quotes to compare the rates charged by the different insurance companies.

Why is insurance more expensive?

In general, Luxembourg car insurance reimburse better than in France, Belgium or Germany. You will rarely have to pay excesses in the event of a claim. Reimbursements are also generally higher than in other European countries. So you will have better cover, but you will have to pay more every month.

Finally, you can deduct your liability premium from your tax return each year. This means that you get some of the money back each year, so your insurance costs less in the end. What is "Casco" insurance?

In Luxembourg, Casco" insurance is an insurance that covers all material damage to the vehicle. It is the equivalent of "All Risks" insurance in France, or "Omnium" in Belgium. But not all Casco insurance policies are equivalent: some include cover that may be more suitable for you than others. Make sure you compare the coverages and ask for several quotes to find the best formula according to your budget and your needs.

How the bonus-malus works in Luxembourg

In Luxembourg, there are two bonus-malus systems different which are complementary:

  • The "Civil Liability" bonus-malus. It is determined when you cause accidents (or do not cause them). This bonus or malus applies only to the 'Third Party Liability' part of your insurance, which is the largest part of your premium. The scale is public and regulated by law.
  • The "Property Damage" bonus-malus. It changes every time your car suffers material damage. This bonus-malus is set freely by your insurer. It has an effect on the rest of the insurance premium (and not on the "Civil Liability" part).

So if you damage your car and report the damage, or if you have a small accident in a car park where responsibility is shared, you will not have any effect on the large part of your contribution, which is Civil Liability. However, your property damage bonus will be affected. Your insurance premium will increase accordingly. This is the reason why not all drivers report minor accidents: they prefer to pay for the repairs themselves rather than suffer a penalty that will affect their monthly premium.

How to calculate your bonus-malus for an insurance?

To calculate your bonus-malus in Luxembourg, please refer to this scale. This is the bonus-malus scale for insurance, which ranges from -3 (maximum bonus) à 22 (maximum malus). Each new driver starts with a basic bonus-malus, located at the 11. Next :

  • For every year without an accident, you save 10% on the price of your civil liability.
  • For each accident in which you are responsible, your bonus-malus degree increases by 3 points. Above 11, you will have to pay an additional 5% on your civil liability. Beyond 15 (i.e. the 2nd accident with liability), you advance on the scale in increments of 10%. The price increases then become more substantial.

To lose your malus, you will have to be patient: 3 years without an at-fault accident to erase the effect of a single accident you caused. So be careful when driving: every accident you cause can have an impact on the price you pay each month.

If you are moving to Luxembourg for the first time, the insurance company will probably ask you for a certificate from your previous insurer (which you will need to terminate the contract) in order to convert your foreign bonuses into a Luxembourg bonus.

Bonus-malus: what difference does it make to the price of insurance?

The bonus-malus system is more advantageous in Luxembourg than in other European countries. In France, for example, the malus is applied to the entire premium you pay. This means that you pay an extra charge on your entire insurance premium every time you have an at-fault accident.

In Luxembourg, the malus linked to accidents is only applied to the "Civil Liability" part of your insurance. The effect of a bonus or malus is therefore more limited than elsewhere. However, the effect is still significant, as third party liability accounts for a large part of the premium. For example :

  • With a bonus-malus level of 7 (i.e. 6 years without an accident since obtaining your licence), you can save more than 450 per year on your civil liability
  • With a bonus-malus level of 17 (i.e. 2 consecutive at-fault accidents after obtaining your licence), you will have to pay more than 250 per year on your civil liability
