Internet Price Barometer 2026: prices are down, but gaps between operators remain wide

The standard price of a 1 Gbit/s internet subscription in Luxembourg has fallen by 28% since 2022, from €72.78 to €52.18 a month on average. But at the same speed, bills still differ widely from one operator to another: once set-up fees and modem rental are counted, a 1 Gbit/s offer costs €1,038.76 to €1,875 over two years, a gap of €836. And between the five main operators, the gap in standard 1 Gbit/s prices is widening again. For the 2026 edition of its barometer, Switchr.lu analysed the 21 internet-only offers of seven residential operators, using prices collected on 28 September 2026. All calculations use standard prices, excluding temporary promotions, which are analysed separately. Operators and offers are anonymised: this barometer describes the market, it does not rank anyone.

Key findings of the 2026 barometer

  • The price of gigabit internet has fallen 28% in four years. The average standard price of a 1 Gbit/s offer went from €72.78 in 2022 to €52.18 in September 2026, including −3.3% over the past year.
  • At the same speed, up to €836 apart over two years. With fees and modem included, the seven 1 Gbit/s offers cost €1,038.76 to €1,875 over 24 months: a €35 difference every month.
  • The gap in standard prices is widening again. Between the cheapest and the most expensive standard 1 Gbit/s offer at the five main operators, the difference went from €20 a month in 2025 to €29 in 2026.
  • Fees add 13% on average to the monthly price. Set-up and modem rental cost €79 to €303 per two-year contract, €192 on average.
  • Promotions save €120 to €600, but they are temporary. 8 of the 21 offers had one on the collection date; for three of them, the monthly fee doubles from month 7.
  • Faster is not always dearer. At one operator, 2 Gbit/s costs exactly the same as 1 Gbit/s, and it works out cheaper than four of the seven 1 Gbit/s offers.

How to read this barometer. The standard price is the monthly fee without promotion, as published in the operator’s price list. The real cost adds set-up fees and modem rental over 24 months, the usual contract length. Temporary promotions are analysed separately. Every operator’s name, offers and conditions are listed in our internet comparison for Luxembourg, updated every month.

−28% since 2022: gigabit internet at its lowest price since 2022

Switchr.lu has tracked the standard price of 1 Gbit/s offers at the five main operators since 2022. The average fell from €72.78 a month in 2022 to €53.98 in 2025 and €52.18 in September 2026: −28% in four years. Most of the fall happened in 2024 (−23%). The 2025 results are detailed in our 2025 telecoms barometer.

But prices are no longer converging. In 2025, €20 a month separated the cheapest and the most expensive standard 1 Gbit/s offer at these five operators; in 2026, the gap is back up to €29.

Public data point the same way. According to the ILR, the average base price of 1 Gbit/s offers fell 6.5% in a year, to €52.99 in May 2026 (Paperjam, 15 June 2026), close to our own figure. Eurostat’s price index for internet access in Luxembourg was 6.2% lower in August 2026 than a year earlier, while it rose 2.9% across the EU (Eurostat HICP). The European Commission places Luxembourg among the relatively inexpensive countries for fixed broadband (2024 broadband price study). At the end of 2025, 72.8% of the country’s 279,400 fixed connections were fibre, and subscriptions of 1 Gbit/s or more had grown 66.9% in a year (ILR telecom report 2025).

Same speed, up to €836 apart over two years

Each of the seven operators studied sells a 1 Gbit/s internet-only offer. Their standard price ranges from €39.99 to €69 a month (€55.02 on average). Once set-up fees and the modem are spread over 24 months, their real cost ranges from €43.28 to €78.13 a month.

Prices incl. VAT for a new customer, collected on 28 September 2026. All totals are calculated on the standard price, for every offer. The last column shows, for each offer, the temporary promotion available on the collection date (see the Promotions section).

The cheapest offer (A) has no commitment and no modem rental; it runs on cable, however, with an upload speed of 100 Mbit/s against 500 Mbit/s for every fibre offer at this speed. Four fibre offers (B to E) sit between €1,368 and €1,628 over two years. The two most expensive (F and G) exceed €1,700.

Some prices also depend on the address and on the network available there. It is worth checking your fibre eligibility before comparing.

Set-up fees and modem rental: +13% on average

Two items are almost always added to the standard monthly price:

1

One-off fees: €0 to €99

Activation, installation or a technician’s visit. Two of the seven operators charged none on the collection date. At another, the €99 activation fee disappears if customers install the equipment themselves.

2

Modem rental: €0 to €8.50 a month

Six of the seven operators charge for the modem separately, from €5 to €8.50 a month, or €120 to €204 over 24 months. Only one includes it in the price. Some accept a customer’s own router.

In total, these fees come to €79 to €303 per two-year contract, €192 on average: they add 13% on average to the standard monthly price (5% to 19% depending on the offer). Our guide to renting or buying a modem in Luxembourg explains the options.

The real 24-month cost of every offer, with the operator’s name, is in our comparison.

Promotions: up to €600 saved, but only for a while

On the collection date, 8 of the 21 offers, at three of the seven operators, were sold with a promotional price. These discounts do lower the bill, but they only last part of the contract:

Length of the promotionNumber of offersSaving over 24 monthsMonthly fee when it ends
6 months3€174 to €387×2 from month 7
12 months1€120+25% from month 13
24 months4€240 to €600+14% to +56% from month 25

Saving calculated against the standard price of the same offer, over 24 months. Promotions in force on 28 September 2026.

A promotion can therefore change the ranking for a few months, but not the underlying bill. That is why this barometer compares standard prices. Luxembourg law also gives customers leverage when the promotion and the commitment end: under the law of 17 December 2021 on electronic communications (art. 120), an initial commitment cannot exceed 24 months; once a contract has been tacitly renewed, it can be cancelled at any time with one month’s notice and without fees, and operators must tell customers about their best tariff at least once a year.

Speed and price: faster is not always dearer

Price follows speed only loosely. At one operator, 2 Gbit/s costs exactly the same as 1 Gbit/s (€1,387 over 24 months), which is less than four of the seven 1 Gbit/s offers. At the top of the range, at 8.5 Gbit/s, the cheapest offer (€1,847.76) costs less than the most expensive 1 Gbit/s offer, and the gap between the three offers in this tier reaches €1,551.

Few households need several gigabits. But as some operators’ higher tiers cost less than other operators’ entry tiers, it pays to compare across speeds rather than only at the speed you had in mind. An internet speed test shows what your current connection actually delivers.

Commitment and upload speed: the two overlooked criteria

A 24-month commitment is the norm: it applies to 17 of the 21 offers. Twenty-four months is the legal maximum. Three offers from one operator require 5 months, and only one has no commitment at all. For households that expect to move within a year, the 12-month cost is therefore a better yardstick than the two-year cost; our guide to no-commitment internet in Luxembourg reviews these options.

At 1 Gbit/s, upload speeds vary fivefold. Every 1 Gbit/s fibre offer provides 500 Mbit/s upload, against 100 Mbit/s for the cable offer at the same speed. For remote work, video calls or cloud back-ups, this is often the figure that makes the difference day to day. See also: fibre vs cable, what are the differences?

How to compare internet offers in five minutes

1

Start from the standard price, not the promotional one

It is the price you will pay for most of the contract. Our comparison of internet offers in Luxembourg shows both.

2

Add fees and the modem over 24 months

They add 13% on average to the monthly price. Ask whether self-installation removes the fees: at some operators, it saves up to €99.

3

Check the upload speed

It matters as much as the download speed if you work from home.

4

Note when the promotion and the commitment end

That is the time to renegotiate or switch, free of charge once the commitment is over.

5

Compare the whole bundle if you add TV or mobile

According to the ILR, 85.9% of fixed connections are sold as bundles. Multi-service discounts can change the ranking: apply the same 24-month calculation to them.

Methodology, citation and transparency

Scope. The 21 offers in the main internet-only ranges (without TV) of seven residential operators in Luxembourg, from 100 Mbit/s to 8.5 Gbit/s. Entry-level tiers outside the main ranges are not included.

Source and date. Prices incl. VAT for a new residential customer ordering online, collected on the operators’ websites on 28 September 2026 and cross-checked, where available, with the tariff sheets filed with the ILR. Where the website and the tariff sheet differed, the website price was used.

Standard price and real cost. The standard price is the monthly fee without temporary promotion. Real 24-month cost = standard price × 24 + one-off fees for a standard installation + modem rental × 24; the real monthly cost is this total divided by 24. Fees waived only for self-installation are counted. Where a price depends on the address, the national standard price is used. Promotions in force on the collection date are analysed separately and are not included in any other figure.

2022–2026 series. Same method as previous editions of the barometer: each year, the average of the standard monthly price of the 1 Gbit/s internet-only offer at each of the five main operators, excluding temporary promotions and modem rental. 2026: collection of 28 September.

Not assessed. Speeds actually delivered, service quality, customer service, and TV or mobile bundles. Speeds are the maximum advertised speeds.

Transparency. Switchr.lu is free for its users; it may be paid by some operators when a user subscribes through the site. Frequently asked questions

How much does home internet really cost in Luxembourg in 2026?

For a 1 Gbit/s internet-only offer, the standard price (without promotion) ranges from €39.99 to €69 a month. With set-up fees and the modem included, the real cost ranges from €43.28 to €78.13 a month, or €1,038.76 to €1,875 over 24 months (Switchr.lu collection of 28 September 2026).

Have internet prices fallen in Luxembourg?

Yes. The average standard price of a 1 Gbit/s offer at the five main operators fell from €72.78 in 2022 to €52.18 in September 2026, or −28%, including −3.3% over the last year. Eurostat also measures a 6.2% annual fall in Luxembourg’s price index for internet access (August 2026).

Why do two offers with the same speed cost so differently?

Because the standard price, set-up fees and modem rental vary widely from one operator to another. At 1 Gbit/s, the gap reaches €836 over two years. And the gap between the cheapest and the most expensive standard offer at the five main operators went back up from €20 to €29 a month between 2025 and 2026.

Do I have to rent a modem in Luxembourg?

Six of the seven operators charge for the modem separately, €5 to €8.50 a month, or €120 to €204 over 24 months; only one includes it in the price. Some accept your own router. With set-up fees, these costs add 13% on average to the standard monthly price.

Are promotions worth it?

They save €120 to €600 over 24 months depending on the offer, but they are temporary: for three offers, the monthly fee doubles from month 7. It is best to compare standard prices first, then treat the promotion as a bonus.

How long is the commitment on an internet contract?

24 months for 17 of the 21 offers, the maximum allowed by the law of 17 December 2021. Three offers require 5 months and only one has no commitment. After the initial period, a renewed contract can be cancelled at any time with one month’s notice and without fees.

Is a faster connection always more expensive?

No. At one operator, 2 Gbit/s costs the same as 1 Gbit/s (€1,387 over 24 months), less than four of the seven 1 Gbit/s offers. It pays to compare across speeds.

How was this barometer produced?

On 28 September 2026, Switchr.lu collected the prices published by seven residential operators for their 21 internet-only offers, then calculated the real 24-month cost of each from the standard price, one-off fees and modem rental. Promotions are analysed separately. Operators and offers are anonymised.

Can I reuse the figures from this barometer?

Yes, under a CC BY 4.0 licence: reuse is free as long as you credit Switchr.lu and link to this page.
