Mobile Price Barometer 2026: plans are cheaper, but gaps between operators remain wide

Mobile plans in Luxembourg have become cheaper: for average use of 13.1 GB a month, each operator’s cheapest suitable plan costs a median of €22, against €30 in 2022 (−27%). But for the same need, prices still vary widely between operators: from €19.99 to €45 a month for 20 GB, and from €19.99 to €50 for 50 GB, up to €360 a year. Unlimited plans have barely moved: the cheapest still costs €39.99, as in 2022. For the 2026 edition of its barometer, Switchr.lu compared the ranges of five consumer mobile operators every September since 2022, using archived plan pages and price lists, and the 18 current plans collected on 14 October 2026. Operators and plans are anonymised: this barometer describes the market, it does not rank anyone.

Key findings of the 2026 mobile barometer

  • For average use, plans are 27% cheaper than in 2022. Each operator’s cheapest plan covering average use (13.1 GB a month) costs a median of €22, against €30 in 2022. For 20 GB: €26 against €39 (−33%).
  • The fall is recent. For 20 GB, the median price stayed at around €39 from 2022 to 2025, before falling to €26 in 2026.
  • For the same need, operators are up to €30 a month apart. For 50 GB, the cheapest plan costs €19.99 to €50 depending on the operator, or €360 a year. For 20 GB, the gap has grown from €16 in 2022 to €25 today.
  • For average use, however, prices have converged. The gap between operators has narrowed from €24 to €10 a month.
  • Unlimited has barely moved. The cheapest unlimited-data plan costs €39.99, as in 2022, and the median price has fallen by only 10%. These plans do, however, include more data for use in Europe.
  • Commitment is fading, limits remain. One plan in three still requires a commitment, against nearly two thirds in 2022, and 17 of the 18 plans cap calls and texts, “unlimited” ones included.

How to read this barometer. All prices are standard prices, excluding temporary promotions, limited editions and multi-service discounts. For each need (13.1 GB, 20 GB, 50 GB, unlimited data), we take each operator’s cheapest plan covering it, unlimited plans included, and compare these prices across operators. This usage-basket method compares what a customer actually pays for a given need, whatever the type of plan. Every operator’s name, plans and conditions are detailed in our mobile plan comparison for Luxembourg, updated every month.

Plans are cheaper than in 2022, especially since 2025

The fall is clear for average to heavy use: −27% for 13.1 GB and −33% for 20 GB between 2022 and 2026. It is recent. A large operator’s 20 GB plan cost €39 every year from 2022 to 2025 (€38.67 in 2023, when VAT was 16%). In 2025, another operator dropped commitment across its range and cut its 20 GB plan from €30 to €21. In 2026, the first brought its 20 GB plan down to €26 (−33%) and its top plan from €91 to €65 (−29%), while a third operator now offers a 50 GB plan at €19.99 on a permanent basis, a volume previously available only in limited editions.

Not everyone benefits as much. The cheapest plan on the market for average use cost €14.99 in 2022; it costs €19.99 today, with 50 GB instead of 15. The cheapest mid-sized plans have given way to more generous ones. Another indicator, calculated on fixed-volume plans only (12 of 18, as unlimited plans do not lend themselves to it): the median price of a gigabyte, stable at around €2 from 2022 to 2025, fell to €1.38 in 2026.

Public data point the same way. In the twelve months to May 2026, 13 mobile offers increased their data allowance and only 3 raised their base price, according to the ILR (Paperjam, 15 June 2026). Eurostat’s price index for mobile services in Luxembourg rose only 1.5% over a year, against 3.8% in the EU (Eurostat, August 2026). The starting point was high: in its study of 2024 prices, the European Commission ranked Luxembourg as the most expensive EU country for 20 GB and 50 GB data-only plans (European Commission), a purchasing-power comparison that does not translate directly to our prices.

For the same need, operators are up to €30 a month apart

Unlimited data€39.99 to €50€10€10*

Standard prices incl. VAT collected on 14 October 2026, excluding temporary promotions and multi-service discounts. * In 2022, only three operators covered these needs.

For heavy users, the gaps have widened. One operator offers 50 GB for €19.99, while the others only cover this need with a 100 GB plan at €29.99 or an unlimited plan at €45 to €50. At the same volume, a 20 GB plan costs €21 at one operator and €26 at another. And depending on the plan, a gigabyte costs €0.30 to €3: small plans (2 to 8 GB) remain by far the most expensive per gigabyte.

For average use, by contrast, the market has converged: each operator’s cheapest plan costs €19.99 to €29.99 a month, a gap of up to €120 a year, against nearly €290 in 2022. Our guide to choosing the right data volume helps you size your plan.

Unlimited plans: same price, more data in Europe… and still limits

The cheapest plan with unlimited data in Luxembourg costs €39.99, exactly as in 2022, and the median price of each operator’s cheapest unlimited plan has only gone from €50 to €45 (−10%). What has changed is the volume usable abroad: for comparable ranges, unlimited plans now offer 1.5 to 1.8 times more data in Europe than in 2022 (for example from 45 GB to 70 GB for a plan that went from €50 to €45, or from 55 GB to 95 GB at an unchanged price).

The word “unlimited” is still misleading for calls. Plan pages highlight “unlimited calls and texts”, but the terms almost always set a monthly limit, expressed in units (1 unit = 1 minute or 1 text):

What the terms say (current plans)Number of plans
Calls and texts capped at 60 to 1,000 units a month4
Cap of 3,000 units a month10
Cap of 5,500 to 6,000 units a month3
No published cap1

In practice, 3,000 units is about 50 hours of calls a month, far above what most customers use: the issue is mainly transparency. For data, all 6 unlimited plans studied cap data abroad, from 70 GB to 250 GB; two then slow the connection to 512 kbit/s. EU rules allow this, within a minimum set by the regulation (Your Europe). And at one operator, extra data on two plans is charged at €0.06 per MB once the allowance is used up, or about €60 per GB.

The end of commitment: from two thirds to one third of plans

In 2022, 15 of the 24 standard plans with known terms required a 12-month commitment, nearly two thirds. In 2026, only one third do, all at the same operator: the other 12 plans can be cancelled at any time. Ranges have also narrowed, from 26 permanent plans in 2022 to 18 today.

  • Switching is easy. Number porting is done within one working day, at no direct cost, the old contract ends automatically, and a delay entitles the customer to €100 compensation per day (law of 17 December 2021, art. 121). See our guide to keeping your number when switching operator.
  • Multi-service discounts. Most operators give discounts to customers who take several services from them, of up to €10 a month on the mobile plan. These discounts can change the ranking: compare the whole bundle.
  • One-off fees. One operator charges €15 to activate a new SIM card; most publish no such fee.

Roaming outside the EU: 6 of 18 plans include the United States

Under the EU’s “roam like at home” regulation, extended until 2032, all Luxembourg plans can be used at no extra cost in the EU, Iceland, Liechtenstein and Norway, and in Ukraine and Moldova since 1 January 2026 (European Commission). The United Kingdom and Switzerland are not covered by these rules: two operators explicitly include them in their Europe zone, while we found no clear list of countries on the other operators’ sites. It is worth checking before travelling.

Outside Europe, the differences are clear: 6 of the 18 plans include the United States, one of them from €8.99 a month, and only 2 include calls and data in Canada, from €60. Two plans also add a data allowance in more than 50 and more than 90 destinations respectively. See our guide to using your Luxembourg plan abroad.

Five questions to ask before choosing a plan

1

Did I sign up before 2025?

Prices fell sharply in 2025 and 2026: an older plan can cost far more than its current equivalent. Compare it with today’s offers.

2

How many gigabytes do I really use?

Check the last three months in your phone’s settings.

3

Where do I travel?

The United Kingdom, Switzerland, the United States and Canada are not covered by EU rules.

4

What happens when I reach my allowance?

A slower connection or a charge per megabyte: the difference can be costly.

5

Do I already have internet or TV with an operator?

Multi-service discounts (up to €10 a month) can outweigh the difference in standard prices. Our mobile plan comparison for Luxembourg shows every operator’s conditions.

Methodology, citation and transparency

Scope. The standard consumer mobile plans (postpaid, without handset) of five consumer mobile operators in Luxembourg: 18 plans in 2026. Prepaid, business, data-only and age-restricted plans, and plans sold only with an internet subscription, are not included.

2022–2025 history. September ranges of each year rebuilt from the operators’ archived plan pages and price lists (Internet Archive), standard prices incl. VAT. In 2023, VAT was 16% instead of 17%, which slightly lowers that year’s prices. Limited editions (offers reserved for a restricted number of customers) and plans sold only with an internet subscription are excluded from the indicators; in 2024 and 2025 the indicators therefore cover four operators, as the fifth sold its plan only with internet.

2026. Plan pages, terms and conditions and price data published by the operators, collected on 14 October 2026. Prices incl. VAT for a new customer.

Calculations. Usage baskets: for each need (13.1 GB, the average use according to the ILR, 20 GB, 50 GB and unlimited data), we take each operator’s cheapest permanent plan offering at least that volume in Luxembourg, unlimited plans included. The “typical plan” is the median of these prices across operators; the gap is the difference between the cheapest and the dearest of them. In 2024 and 2025, these calculations cover four operators. Price per gigabyte: standard monthly price ÷ data allowance, for fixed-volume plans only. Call units: the cap set out in each plan’s terms.

Not assessed. Network coverage and quality, speeds actually delivered, customer service.

Transparency. Switchr.lu is free for its users; it may be paid by some operators when a user subscribes through the site. Frequently asked questions

Are mobile plans cheaper in Luxembourg in 2026?

Yes, especially for average to heavy use. For 13.1 GB a month, each operator’s cheapest suitable plan costs a median of €22, against €30 in 2022 (−27%); for 20 GB, €26 against €39 (−33%). Most of the fall happened in 2025 and 2026 (Switchr.lu barometer, prices collected on 14 October 2026).

How much do mobile prices differ between operators in Luxembourg?

For the same need, by up to €30 a month. For 50 GB, the cheapest plan costs €19.99 to €50 depending on the operator, or €360 a year; for 20 GB, €19.99 to €45. For average use, the gap is smaller: €19.99 to €29.99.

How much does a mobile plan cost in Luxembourg in 2026?

The 18 standard plans cost €5.99 to €65 a month (median: about €28). For the average use of 13.1 GB a month, each operator’s cheapest suitable plan costs €19.99 to €29.99 a month, or €240 to €360 a year.

Have unlimited plans got cheaper?

Only slightly. The cheapest unlimited-data plan costs €39.99, as in 2022, and the median price of each operator’s cheapest unlimited plan went from €50 to €45 (−10%). They do, however, offer 1.5 to 1.8 times more data in Europe than in 2022, and all remain capped abroad, from 70 GB to 250 GB.

How much does a gigabyte of mobile data cost in Luxembourg?

Among the 12 fixed-volume plans, a gigabyte costs €0.30 to €3 (median: €1.38, against about €2 from 2022 to 2025). Small plans of 2 to 8 GB are the most expensive per gigabyte. This indicator excludes unlimited plans.

Is an “unlimited” mobile plan really unlimited?

Rarely. 17 of the 18 current plans cap calls and texts at 60 to 6,000 units a month, including plans presented with “unlimited” calls. In practice, 3,000 units is about 50 hours of calls a month.

Do Luxembourg mobile plans have a minimum term?

Less and less. In 2022, 15 of the 24 plans with known terms required a 12-month commitment; in 2026, 6 of 18, at a single operator. Number porting is done within one working day at no direct cost.

Does my plan work in the UK, Switzerland or the United States?

The UK and Switzerland are not covered by EU roaming rules; some operators include them anyway, others do not. Only 6 of the 18 plans include the United States. Check the list of countries before you travel.

How was this barometer produced?

Switchr.lu rebuilt the ranges of five operators in September 2022, 2023, 2024 and 2025 from archived plan pages and price lists, then collected the 18 current plans on 14 October 2026. For each need, the barometer takes each operator’s cheapest plan covering it, unlimited plans included, at standard prices excluding promotions and limited editions. Operators and plans are anonymised.
