Is home insurance mandatory?
Not by law — but required almost everywhere.

In Luxembourg, home insurance is not mandatory under the law. In practice, however, it is required almost everywhere: almost all leases require the tenant to have insurance covering tenant liability; banks require it before granting a mortgage; and co-ownership rules impose it on co-owners. In concrete terms, living without home insurance exposes you to heavy financial consequences in case of fire, water damage or a claim affecting a neighbour.

Four major CAA-licensed insurers offer multi-risk home cover: LALUX (easyPROTECT Habitation), Foyer (Mozaïk), AXA (OptiHome) and Baloise (Home). All cover fire, water damage, glass breakage, natural forces and liability, but they differ significantly on the scope of included cover, theft, new-value cover and assistance.

What does home insurance cover?
The essential cover, and the cover that makes the difference.
The base
Essential
Fire, water & liability

Fire, explosion, lightning, water damage, frost, glass breakage, storm and hail, plus liability. The vital minimum of any multi-risk home policy.

The comfort
Comfort
+ Theft & vandalism

Adds theft and vandalism, property damage following theft, attacks and graffiti. Recommended as soon as your contents have value.

The premium
Premium
+ New-value & assistance

Adds new-value cover for contents, 24/7 assistance, climate perils (flooding), personal effects and packs (valuables, green energy).

The cover that really makes the difference

Beyond the base, compare: new-value cover (reimbursement without depreciation of contents), 24/7 assistance (locksmith, plumber, electrician — included as standard at Foyer, optional/Performance at LALUX), personal liability often valid worldwide, and specialised packs: valuables, photovoltaics and green energy, soft mobility (bikes, scooters), wine cellar. At Foyer, attacks, vandalism and psychological support are included from the base — a rare point in Luxembourg.

Our analysis of the 4 insurers

A comparative reading of the official IPIDs — strengths and differentiation.

LALUXLALUX easyPROTECT Habitation

Our pick. Three cumulative formulas (Sécurité → Confort → Performance). The Performance formula adds new-value cover for contents, appliances and multimedia, climate perils (sewer backflow, flooding) and personal effects. Distinctive strength: Home Assistance 24/7 (locksmith, plumber, heating engineer, electrician) and targeted packs — valuables, green energy (photovoltaics), soft mobility. Covers house, apartment and co-ownership, as owner, co-owner or tenant.

FoyerFoyer Mozaïk

The country's leading insurer. Its Mozaïk multi-risk policy stands out with a very generous base: attacks, vandalism, property damage included from the base (rare), plus 24/7 assistance, rehousing, loss of rent and psychological support. The building is compensated at new-build reconstruction value. Foyer is the most complete on the non-occupying landlord (PNO) side: landlord liability, building legal protection and unpaid-rent cover. "Art & Passion" pack for valuables and collections.

AXAAXA OptiHome

A particularly rich base: building liability, building legal protection and theft are included from the base — where others charge them as options. The Emergency@home assistance and the Handyman service (network of professionals for small jobs and repairs) are valuable day to day. On climate options: rain, flooding and earthquake. Personal liability and portable multimedia are covered worldwide. Backed by the international AXA group.

BaloiseBaloise Home

Major strength: climate events (flooding, storm, hail, snow) and attacks/terrorism are included from the base. Assistance and defence-recourse are also built in. Baloise stands out with a very wide catalogue of packs: garden/pool, renewable energy, wine cellar and food, valuables, sustainable mobility, new-equipment replacement. Personal liability is valid worldwide. Present in Luxembourg since 1890, Swiss Baloise group.

Which formula for which profile?

Tenant
Essential + theft
Contents + tenant liability; the building is insured by the owner.
Owner-occupier
LALUX Performance / Foyer
Building + contents + new-value cover + assistance.
Landlord
Foyer Mozaïk PNO
PNO liability + building legal protection + unpaid rent.
Tenant, owner or landlord?
Each status has its cover.
Status 1
Tenant

You insure your contents (furniture) and your tenant liability (damage to the rented home). The building remains the owner's responsibility. The lease almost always requires this insurance — the certificate is requested when moving in.

Status 2
Owner-occupier

You insure the building, the contents and your building liability. This is the most complete cover, required by the bank as long as the mortgage runs.

Status 3
Landlord (PNO)

You rent out a property: the non-occupying landlord cover covers your landlord liability, building legal protection and, optionally, unpaid rent.

How much does home insurance cost?
Indicative market ranges — not official rates.
🔑
Tenant (apartment)
~€25–40/mo

Contents + tenant liability for a medium-sized apartment.

🏠
Comprehensive cover
~€45–60/mo

Building + contents + theft + new-value cover for an owner-occupier.

🏡
House, all options
~€60+/mo

Large house (>120 m²) with packs (valuables, green energy, assistance).

The price depends on the surface area, number of rooms, value of contents, status and options chosen. Be careful not to under-value the sum insured: after a claim, under-insurance can lead to reduced compensation (proportional rule). On tax: only the personal liability portion is deductible, up to €672 per person per year (article 111 LIR).

Subscribing and filing a claim
The steps, one by one.
1
Determine your status

Tenant, owner-occupier or landlord: the cover depends on it.

2
Estimate the value

Surface, rooms and value of contents to set the sums insured.

3
Subscribe

The certificate is often required by the lease or bank at the start date.

4
In case of a claim

Report to the insurer within 8 days; keep photos and receipts.

The 24/7 assistance reflex

A water leak at night, a jammed lock, a heating breakdown in winter: the home assistance cover sends a professional (plumber, locksmith, heating engineer, electrician) and handles the emergency intervention. It is included as standard at Foyer, and available at LALUX (Home Assistance) and AXA (Emergency@home + Handyman). A criterion not to overlook when comparing.

Switching or cancelling your home insurance
Your rights, and the right timing.

The contract renews automatically each year. You can cancel with 30 days' notice before the annual renewal, by registered letter, or within 60 days of a rate increase. The legal framework is the law of 27 July 1997 on the insurance contract. When moving, the contract can usually be transferred to the new home rather than cancelled. To avoid any gap in cover (and a possible breach of your lease), only cancel once the new contract is confirmed. See our cancellation guide.

Frequently asked questions
Everything you need to know about home insurance in Luxembourg.

What is the best home insurance in Luxembourg?

It depends on your status (tenant or owner) and the value to insure. Among LALUX, Foyer, AXA and Baloise, our pick is LALUX easyPROTECT Habitation for its three cumulative formulas, 24/7 Home Assistance and cover for house, apartment and co-ownership. Foyer stands out with a very generous base (attacks and assistance included) and its landlord option; AXA includes theft and building liability from the base; Baloise builds in climate events as standard. Compare above all the scope of included cover.

Which home insurance for a tenant?

A tenant must insure their contents (furniture) and tenant liability; the building remains the owner's responsibility. An essential formula with theft cover is often enough, complemented by personal liability. LALUX easyPROTECT Habitation covers tenants in all three formulas, with a dedicated Discover formula for 15-27 year-olds. The insurance certificate is generally required when moving in.

Is home insurance mandatory in Luxembourg?

It is not required by law, but it is required in practice. Most leases require the tenant to have insurance covering tenant liability; banks require it to grant a mortgage; and co-ownership rules impose it on co-owners.

Which companies offer home insurance in Luxembourg?

Four major CAA-licensed insurers offer multi-risk home cover: LALUX (easyPROTECT Habitation), Foyer (Mozaïk), AXA (OptiHome) and Baloise (Home). Each has its strengths on included cover, theft, new-value cover and assistance.

What does home insurance cover?

Multi-risk home insurance generally covers fire, water damage, theft and vandalism, glass breakage, natural catastrophes and natural forces, as well as personal liability. The best formulas add new-value cover for contents, 24/7 assistance and specialised packs.

What is the difference between tenant and owner?

The tenant insures their contents and tenant liability; they do not cover the building. The owner-occupier insures the building, contents and building liability. The landlord (PNO) takes out specific cover for the home they rent out, sometimes with unpaid-rent cover.

How much does home insurance cost in Luxembourg?

As a guide, an apartment tenant often pays between €25 and €40 per month, comprehensive cover between €45 and €60, and a house over 120 m² with all options from €60 per month. These ranges are market estimates.

Is personal liability included?

Personal liability covers the damage you, your family or your pets cause to third parties in daily life. It is offered by all four insurers, sometimes included, sometimes optional, and often valid worldwide. It is also the only part of the home premium that is tax-deductible.

How do I cancel my home insurance?

The contract renews automatically each year. You can cancel with 30 days' notice before the annual renewal, by registered letter, or within 60 days of a rate increase. When moving, the contract can usually be transferred to the new home.

Is home insurance tax-deductible?

Only the personal liability portion of the premium is deductible, as a special expense, up to €672 per person per year (article 111 LIR), a ceiling shared with other insurance. Building and contents cover are not deductible.

Is there a deductible on home insurance?

It depends on the insurer and the cover. The IPIDs refer to the general conditions: some cover includes a deductible (for example AXA quotes a deductible on earthquake), others do not. Always check the deductible amount and depreciation rate in the particular conditions.
