The Luxembourg mobile market has four operators holding 5G licences, awarded at the ILR (Institut Luxembourgeois de Régulation) auction in July 2020: POST Luxembourg, Orange Communications Luxembourg, Proximus Luxembourg (Tango) and Luxembourg Online. These four operators committed to achieving 90% 5G territory coverage by 2025, in exchange for frequencies in the 700 MHz and 3,600 MHz bands, for a total fee of €41.33 million over 15 years.
The official ILR coverage maps are freely available at myilr.lu and on the Luxembourg Geoportal. These maps are updated regularly (5G four times a year, other technologies twice a year) and allow you to check coverage on a 100 m × 100 m grid for each operator and technology.
The official ILR coverage maps are a reliable reference. However, on Switchr we regularly receive reports from users who experience a weak signal at home despite showing as having « official coverage. » The areas most frequently flagged are in the north of the country or in hilly zones close to the Centre region. If you live in one of these areas, make sure to ask your chosen provider directly about the quality of coverage near your home.
4G coverage in Luxembourg: near-universal across the population
4G (and 4G+) is the most mature and densely deployed technology in Luxembourg. According to POST Technologies data, 4G+ coverage reaches 97% of the population. This near-total coverage means the vast majority of residents have quality 4G access, whether in urban, peri-urban, or most rural areas.
In European comparison, Luxembourg’s 4G population coverage is slightly lower than its neighbours (Belgium, France and Germany all show 99% or above), but its 4G territory coverage is higher than France and Belgium. This is explained by the country’s geography: a small surface area but varied topography in the North (the Oesling region) that complicates coverage of the least populated areas.
4G in everyday life: what it means in practice
Excellent 4G coverage, high speeds, uninterrupted HD video streaming.
Generally continuous 4G coverage, enabling GPS navigation and calls without interruption.
Very good 4G coverage, with some variation in narrow valleys.
4G generally present in main towns, but white or grey zones remain in deep valleys and the most sparsely populated areas.
Coverage shown on operator maps is calculated using theoretical simulation models. Real coverage in use may differ — particularly indoors (thick walls, basements) or in particular topographic configurations. The checkmynet.lu tool lets you measure your actual connection speed and report discrepancies with announced coverage.
For more on real mobile speeds in Luxembourg, see our guide to mobile speeds in Luxembourg — with independent measurements by operator and technology.
5G coverage in Luxembourg: rollout accelerating
The commercial 5G rollout in Luxembourg began in October 2020 with POST and Orange, then in 2021 with Tango, following ILR frequency licence awards. Deployment started progressively in the highest population density areas.
5G frequencies in Luxembourg
| Band | Characteristics | Spectrum (POST / Orange / Tango / LU Online) |
|---|---|---|
| 700 MHz (n28) | Long range, good indoor penetration — ideal for rural coverage | 2×10 MHz / 2×10 MHz / 2×10 MHz / 10 MHz |
| 3,600 MHz (n78) | Very high speeds (up to 1.5 Gbit/s theoretical), short range — ideal for dense urban areas | 110 MHz / 110 MHz / 100 MHz / 10 MHz |

State of 5G deployment in 2026
- Very well covered areas: Luxembourg City (virtually all), Esch-sur-Alzette, Differdange, Pétange, major municipalities in the Centre and South, the airport, Kirchberg, Belval.
- Well covered areas: the majority of municipalities in the Centre and South, main motorway routes.
- Deployment in progress: rural municipalities in the Centre and northern cantons (Clervaux, Vianden, Wiltz, Redange).
5G is included at no extra cost in all mobile plans from all Luxembourg operators (POST, Orange, Tango, LOL Mobile, Eltrona) — provided you have a 5G-compatible device and are in a covered area. For a complete guide, see our 5G in Luxembourg guide.
At end 2023, 5G coverage reached 67.4% of the Luxembourg population according to the ILR statistics report. If you live in the northern cantons, check your precise 5G coverage at myilr.lu before subscribing to a plan based on 5G.
Coverage comparison by operator in Luxembourg
The four licensed 5G operators (POST, Orange, Tango/Proximus, Luxembourg Online) each have their strengths in terms of coverage. Here is the situation as it emerges from ILR data, nPerf measurements and official operator communications.
POST Luxembourg — the widest network
According to ILR data and nPerf measurements, POST has the most extensive and densest 4G and 5G network in the Grand Duchy. POST’s official figures show 97% population coverage in 4G+ and 94.8% in 5G. POST received the « Best in Test » Award from connect Magazin/umlaut for the third consecutive year in 2024, and the ILR confirms POST has the best 5G coverage in Luxembourg. More details in our POST mobile Luxembourg guide.
Tango (Proximus Luxembourg) — solid number 2
Tango was the first operator to run a 5G test in April 2019 and commercially launched 5G in October 2020. nPerf places Tango second for 5G coverage density. Tango’s network is particularly strong in central Luxembourg City and surrounding municipalities, in the South and East, and in the border zones with Belgium — a direct advantage from its Proximus Belgium partnership, including 5G roaming agreements. More in our Tango mobile Luxembourg guide.
Orange Luxembourg — strong urban density
Orange Luxembourg stands out with 110 MHz on the 3,600 MHz band — the maximum awarded at the ILR 2020 auction. This translates into high 5G speeds in urban areas, particularly in Luxembourg City. nPerf places Orange third for overall 5G coverage. More in our Orange mobile Luxembourg guide.
Luxembourg Online and Eltrona
Luxembourg Online (LOL) obtained its own 5G licences at the ILR 2020 auction. Eltrona is a MVNO on the POST network, offering the same coverage as POST. See our guides for LOL Mobile Luxembourg and Eltrona mobile Luxembourg.

Average Luxembourg 5G coverage (end 2023): 67.4% (across all operators)
ILR contractual target: 90% of population covered in 5G by 2025
Gap to close: approximately 22 percentage points between end 2023 and the 2025 target
Coverage by region: Gutland and Oesling
Luxembourg’s geography divides naturally into two main regions with very different mobile coverage profiles.
The Gutland — Centre and South: optimal coverage
The Gutland covers around 68% of Luxembourg’s territory and concentrates over 90% of the population, with an altitude generally below 250 metres. This zone — covering the cantons of Luxembourg, Esch-sur-Alzette, Capellen, Grevenmacher, Mersch, Remich and Echternach — benefits from optimal 4G and 5G mobile coverage for all operators. The flat or gently rolling topography facilitates radio signal propagation. Luxembourg City and its surroundings form the heart of the 5G deployment, with excellent coverage across virtually the entire agglomeration.
The Oesling — North: the zone to watch
The Oesling is the natural northern region of Luxembourg, with an average altitude of 400 to 560 metres and a topography of plateaus cut by deep valleys. It encompasses the cantons of Clervaux, Vianden, Wiltz and Redange, among the least densely populated in the country. While 4G coverage is generally present in the main towns, narrow valleys and isolated rural areas can have more fragmented coverage.
Gutland (Centre and South)
- Excellent 4G and 5G coverage for all operators
- Favourable topography for signal propagation
- Luxembourg City and agglomerations: very dense 5G coverage
- All operators comparable in quality
Oesling (North)
- 4G present in main towns
- Narrow valleys: possible grey or white zones
- 5G thinner, especially for Tango and Orange
- POST offers the best coverage in this region
If you live or work in the Oesling, check coverage at your exact address on the ILR map (myilr.lu) before subscribing. An address in a municipality’s main town may have excellent coverage, while an isolated farmhouse in the next valley may be in a grey zone. Where mobile coverage is limited, WiFi Calling (available at POST) can be useful for calls over a fixed internet connection.
How to check your mobile coverage in Luxembourg
Several official and independent tools let you accurately check network coverage at a given address in Luxembourg.
The ILR coverage map is the official reference. Available at myilr.lu and the Luxembourg Geoportal. Lets you select technology (2G, 3G, 4G, 5G), filter by operator, view quality on a 100 m × 100 m grid, and search a precise address. 5G maps are updated four times a year. Based on operator-provided simulation data, not real field measurements.
POST (post.lu), Orange (orange.lu) and Tango (tango.lu) each publish their own coverage map. These can show more detail for the specific operator.
nPerf.com provides maps based on real measurements by users in the field. Unlike ILR/operator maps based on simulations, nPerf reflects actual user experience. Limitation: measurement density varies by area — more data in cities than rural zones.
checkmynet.lu, developed by the ILR, measures your actual mobile connection speed at your exact location. If results are significantly below announced coverage, you can contact your operator or the ILR.
Use the ILR map as a starting point to assess coverage at your address, then supplement with nPerf measurements for a sense of real user experience in your area. If in doubt, ask your operator for a trial SIM before committing — all operators offer no-contract plans. See our no-contract plans guide.
Mobile coverage for cross-border workers
Luxembourg has around 215,000 daily cross-border workers coming mainly from France, Belgium and Germany — nearly half of the active workforce in the Grand Duchy. For these residents who spend their days between two countries, coverage and roaming questions are central.
End of EU roaming charges — a game changer for cross-border workers
Since 15 June 2017, roaming charges have been abolished across the entire European Economic Area. Cross-border workers can use their Luxembourg plan in France, Belgium and Germany at no extra cost. For full details, see our complete roaming in Luxembourg guide.
Luxembourg operators generally apply a single rate for the entire European zone. Whether you are in Luxembourg City or Metz, Arlon or Trier, you use your usual plan with no billing disruption. This is a distinctive advantage over some foreign plans where roaming data may be capped in volume.
Luxembourg plan vs home country plan for cross-border workers
Luxembourg mobile plan
- Optimal coverage in Luxembourg (local network)
- Smooth mobile data in dense areas (LU City, Esch…)
- No roaming fair use policy linked to extended use abroad
- EU calls often natively included in all plans
- Luxembourg 5G included in all subscriptions
Home country plan
- Roaming fair use clauses if more than 50% usage outside home country
- Coverage in Luxembourg via partner network (not always optimal)
- Risk of restriction if main residence ≠ plan country
- May suit those working from home 3+ days/week in their home country
Tango and Proximus — a specific advantage for Belgian cross-border workers
Tango subscribers benefit from 5G roaming agreements with Proximus Belgium. For cross-border workers living in Belgium (Belgian Luxembourg province, Liège or Arlon region), this means 5G continuity on both sides of the border without dropping to 4G when crossing.
White zones and grey zones in Luxembourg
Despite overall very high coverage, Luxembourg is not without areas where mobile coverage is limited.
| Zone type | Definition | Main locations | Population impact |
|---|---|---|---|
| White zone | No 4G coverage from any operator | Deep valleys of the Oesling, topographically challenging border areas with Germany | Under 0.5% of residents |
| Grey zone | Partial or insufficient quality 4G coverage | Rural municipalities in the cantons of Clervaux, Vianden, Wiltz, Redange | More widespread than white zones |

National remediation plan
The Luxembourg government has implemented a national strategy for ultra-high-speed electronic communications networks 2021–2025, which includes ambitious mobile coverage targets. All four operators have committed to achieving 90% 5G population coverage by 2025. Investments aim to eliminate remaining white zones — particularly in northern rural municipalities where commercial viability alone does not justify infrastructure investment.
Several solutions exist if you are in a white or grey zone: WiFi Calling (available at POST) lets you make calls over your fixed internet connection when mobile signal is weak. A fixed 4G/5G box can also supplement your connection in areas not covered by fibre. Report coverage gaps at myilr.lu or via checkmynet.lu. For fixed internet alternatives, see our satellite internet in Luxembourg guide.
Which operator to choose based on your area?
Choosing an operator based on your residential or work area can make a real difference, particularly outside major cities.
You live in the Oesling or a rural area
Recommendation: POST
POST has the densest network in rural areas and the North. ILR and nPerf data confirm it is the operator with the best coverage in the cantons of Clervaux, Vianden, Wiltz and Redange. Eltrona and LOL Mobile, which use the POST network, are also good value options for accessing this coverage.
You work in Luxembourg City and surroundings
Recommendation: all operators cover well
In the Luxembourg agglomeration, all operators offer quality 4G and 5G coverage. The choice can then be based on price, data volumes and features rather than coverage. Compare plans on our comparison tool.
You are a Belgian cross-border worker
Recommendation: Tango
Tango has 5G roaming agreements with Proximus Belgium, providing 5G continuity on both sides of the Belgian-Luxembourg border. For cross-border workers living in the Belgian Luxembourg province or the Walloon region, this is a concrete advantage. See our cross-border plan guide.
You are an Eltrona internet customer
Recommendation: Eltrona Mobile
Eltrona Mobile uses the POST network — the best in Luxembourg — with very competitive Combo pricing. If you are already an Eltrona internet subscriber, it is the most economical way to access POST network quality. See our Eltrona mobile guide.

Which operator has the best mobile network in Luxembourg?
According to available independent tests, POST Luxembourg is the operator with the best overall coverage. POST received the « Best in Test » Award from connect Magazin/umlaut for the third consecutive year in 2024, the ILR confirms POST has the best 5G coverage in Luxembourg (94.8% of population), and nPerf measurements place POST first for 4G and 5G coverage density across the territory. Tango is second according to nPerf, followed by Orange. For Eltrona Mobile and LOL Mobile subscribers, coverage is that of the POST network.
How do I check mobile coverage at my address in Luxembourg?
Use the official ILR map at myilr.lu or geoportail.lu. It lets you check coverage by technology (4G, 5G) and by operator, at 100 m × 100 m precision. Supplement with individual operator maps (post.lu, orange.lu, tango.lu) and real-world measurements on nperf.com. The checkmynet.lu tool measures actual speed on your current connection.
Is 5G available everywhere in Luxembourg?
No. At end 2023, 5G coverage reached 67.4% of the Luxembourg population according to the ILR statistics report. Deployment has continued since, with targets of 90% coverage by 2025 for all operators. 5G is very well covered in urban areas (Luxembourg City, Esch-sur-Alzette and their surroundings), but remains more fragmented in rural areas, particularly in the Oesling. POST has the best 5G coverage according to the ILR.
Can I use my Luxembourg plan in France, Belgium and Germany without extra charges?
Yes. Since 15 June 2017, roaming charges have been abolished across the European Union. You can use your Luxembourg plan in all EU countries at no extra cost, within the allowance included in your subscription. For cross-border workers with a stable link to Luxembourg (workplace), the roaming fair use policy does not apply.
What is the roaming fair use policy in Luxembourg?
The fair use policy is a European rule allowing operators to monitor whether a customer uses their plan mainly in a country other than where they subscribed. If foreign usage exceeds 50% of total consumption over 4 months, the operator may request proof of a link with the plan country. For cross-border workers, this link is clear (workplace in Luxembourg) and Luxembourg operators generally recognise this status.
Is 5G included for free in my Luxembourg mobile plan?
Yes, for all Luxembourg operators. POST, Orange, Tango, LOL Mobile and Eltrona include 5G access in all their mobile plans at no extra cost. There is no separate « 5G plan » in Luxembourg. The only requirements are a 5G-compatible device and being in an area covered by your operator’s 5G.
What can I do if I have no signal at home in Luxembourg?
Several solutions exist. WiFi Calling (available at POST) lets you make calls via your fixed internet connection when mobile signal is weak. Switching to the operator that covers your area best (generally POST for rural areas) can also resolve the issue. Report your poor coverage area at checkmynet.lu — the ILR can intervene if your operator does not resolve the complaint.
