Home Insurance Coverage in Luxembourg: Complete Guide 2026
In Luxembourg, every home insurance policy is built around a core set of standard coverages included by default (fire, water damage, glass breakage, storm, electrical damage) to which you can add optional covers based on your needs. LALUX, Foyer, AXA and Baloise each take a different approach: tiered plans, modular components or à la carte add-ons. A key feature of the Luxembourg market: policies are fully customisable, with no excess in almost all cases (premiums are on average higher than in France or Belgium in return), and the liability (RC) portion of your premium is tax-deductible under Article 111 LIR.

Compare home insurance →Standard coverages included in all policies
Regardless of the insurer chosen in Luxembourg, every home insurance policy includes a core set of coverages for the most common claims. These are systematically included in each insurer’s entry-level plan (LALUX Sécurité, Foyer base, AXA base coverage, Baloise Essentielle).
Fire and related perils
This fundamental cover protects against damage caused by fire, lightning, explosions, implosions and smoke. It covers both the building (if you are the owner) and the contents. Included events are: partial or total destruction of your home by fire, lightning damage (direct strike or power surge), gas or boiler explosions, and resulting soot and smoke damage. With LALUX, the cover also includes defrosting of household food provisions following a breakdown. Clearance, demolition and temporary rehousing costs are generally included. For the building, reconstruction takes place in accordance with current Luxembourg building standards.
Water damage
Water damage is the most common claim in Luxembourg homes. This cover is available with all insurers and covers: pipe leaks (burst, cracks, faulty joints), infiltration through the roof or balconies, overflow from water-using appliances (washing machines, dishwashers), freezing of heating installations, and heating oil leaks from tanks. The cover protects your home and also your liability if a leak originating from your property causes damage to a neighbour’s home. With Foyer, post-claim benefits (rehousing, clearance costs, psychological support) are included from the base plan.
Glass breakage
Glass breakage covers accidental breakage or cracking of all glazed surfaces in your home: windows and French doors, bay windows, roof windows (skylights), and fireplace doors. With LALUX, if the contents are insured, the cover extends to ceramic hob surfaces, ceramic sanitary ware and glazed furniture panels. With Foyer, mirrors are explicitly included in the base coverage. Compensation is paid at replacement value (like-for-like) with fitting costs included.
Storm, hail and snow load
This cover protects against material damage caused by severe weather: storms (high winds), hail (impact on roof, windows, shutters) and the weight of snow or ice on the roof. Covered losses include building damage (roof torn off, chimney damaged) and contents damage resulting from building deterioration. Emergency tarpaulin and post-claim securing costs are covered to prevent further damage. With LALUX, tornadoes are also included.
Electrical damage
This cover protects your electrical and electronic equipment against short circuits, power surges, under-voltage and lightning damage via the electrical network. It covers fixed appliances (boiler, heat pump, electrical panel, home automation) and, depending on the plan, mobile appliances (television, household appliances, computers). Compensation is made at replacement value or with a depreciation deduction depending on the policy terms. All Luxembourg insurers include this cover from their entry-level plan — a more generous approach than in some neighbouring countries.
Household damage (LALUX)
The LALUX IPID explicitly lists « electrical damage and household damage » among the coverages included from the Sécurité plan. This LALUX-specific term covers everyday domestic accidents occurring in the home. Other insurers do not use this label in their respective IPIDs; similar covers may exist under different names.
These standard coverages are available with all Luxembourg insurers from their entry-level plan and cover the most common claims. For more comprehensive protection — particularly against theft, flooding and third-party liability — it is advisable to add optional covers suited to your situation.
Highly recommended optional covers
Beyond the standard core, several optional covers are strongly advised in Luxembourg for genuinely comprehensive protection. Depending on your profile, some of these may be essential.
Theft and vandalism
Theft cover is optional with most Luxembourg insurers. According to official IPID documents: with LALUX, theft is not covered under the Sécurité plan — it is included from the Confort plan onwards. With Foyer, theft, vandalism and malicious damage are optional (unlike cover for terrorist acts and structural damage, which are included in the base). With AXA, theft is included in the base coverage. With Baloise, theft and vandalism are optional under the Essentielle plan but included in the Intégrale plan. This cover protects against break-in theft (with material evidence), covert entry, use of false keys, and damage caused by attempted burglary. Always check your policy and make sure this cover is active.
Flooding and natural disasters
Unlike France, where natural disasters are covered by law, this cover is largely optional in Luxembourg. According to official IPIDs: Baloise includes weather events — including flooding — in all plans (Essentielle and Intégrale). With LALUX, weather perils (sewer backflow, flooding) are optional — included in the Performance plan only, or available as an add-on for Confort. With Foyer and AXA, flood cover is an optional add-on. Following the July 2021 floods that affected several Luxembourg municipalities (Moselle, Sûre, Alzette and Pétrusse valleys), this cover has become essential if you live in a flood-risk area or on the ground floor.
Personal liability (RC vie privée)
Personal liability insurance (also called family liability) is optional with all four Luxembourg insurers, yet it is essential: it covers bodily injury and property damage you or members of your household may accidentally cause to third parties in daily life (a child breaking a neighbour’s window, a dog biting a passer-by, accidental damage at a friend’s home). It covers all household members — spouse, dependent children or those in full-time education — as well as pets, including accidental pollution (LALUX). If you own a dog in Luxembourg, family liability cover is indispensable: dog owners must register their animal with their municipality, and most municipalities require proof of liability insurance at the time of registration. Tax benefit: the RC portion of your home insurance premium is tax-deductible under Article 111 LIR, up to €672 per person per year (across all RC and similar insurance combined). Note: only the RC portion is deductible — material coverages (fire, theft, glass, water damage, legal protection) are not.
Legal protection
Legal protection insurance covers your legal costs in any home-related dispute: conflict with your landlord or tenant, dispute with a tradesperson (defective work, non-compliant work), neighbour disputes, or disagreements with your insurer over a claim settlement. It covers solicitor fees, expert fees, court costs and access to a legal telephone helpline. With AXA, building legal protection is included in the base coverage. Private and family legal protection is an option with all insurers. In Luxembourg, where rental disputes can involve significant sums, this cover is particularly valuable.
24/7 home assistance
Emergency home assistance is included with Baloise and AXA in their base plans (Baloise: 24/7 assistance explicitly in all plans; AXA: Emergency@Home included). With Foyer, the IPID mentions « 24/7 assistance » among post-claim benefits — covering rescue, clearance, demolition, cleaning, rehousing, loss of rent and psychological support following a covered claim. With LALUX, Home Assistance is an optional add-on available on the Confort and Performance plans (not Sécurité): it covers 24/7 emergency callouts by professionals (locksmith, plumber, heating engineer, electrician, garage door specialist), plus post-claim services (security, rehousing, childcare and pet care). AXA also offers a Handyman service for small jobs at preferential rates (gardening, painting, tiling).
Never assume these covers are automatically included in your policy. Theft, flood cover and personal liability are optional with most Luxembourg insurers. Always check your specific policy conditions and activate the options suited to your situation before assuming you are covered.

The IPID also includes 24/7 assistance and a full suite of post-claim benefits (rehousing, clearance costs, psychological support) by default. The Mozaïk system allows fully tailored composition: you only pay for the covers you activate.

How to choose the right cover for your situation
The right coverage depends on your status (tenant or owner), your type of home, the value of your belongings and your location. Here is a practical guide to building the optimal policy.
Essential covers for all profiles
Regardless of your profile, these covers are indispensable: the standard coverages (fire, water damage, glass breakage, storm, electrical damage) — included with all insurers. Theft cover — make sure it is active in your policy (optional with LALUX, Foyer and Baloise Essentielle). Personal liability (RC) — essential to cover damage you or your household might accidentally cause to third parties. If you own a dog in Luxembourg, liability cover is a must. Together, these covers address the vast majority of home insurance claims and everyday liability situations.
Recommended covers based on your location
You live in a flood-risk area (municipalities along the Moselle, Sûre, Alzette or Pétrusse rivers: Bertrange, Mersch, Echternach, Remich, etc.) → Flood cover is ESSENTIAL. Choose Baloise (included by default) or add the option with LALUX, Foyer or AXA. You live on the ground floor → Prioritise theft cover and flooding/sewer backflow cover. You live in a high-rise flat → Extended glass breakage (storms in Luxembourg can be severe) and theft cover (flat burglaries are not uncommon).
Covers based on what you own
Solar panels installed → Green/Renewable Energy Pack is essential. Jewellery or valuables over €1,500 → Valuables Pack with worldwide cover. E-bike used regularly → Soft Mobility Pack (e-bike theft is very common in Luxembourg). Smartphone, laptop or tablet taken everywhere → Mobile Multimedia Pack (worldwide cover). Swimming pool or jacuzzi → Dedicated Pool/Garden pack. Wine cellar or valuable spirits → Wine Cellar Pack available with Baloise. Collections (art, instruments, fine wine) → Art & Passion (Foyer) or Valuables/Art Pack (Baloise).
Covers based on your status: tenant vs. owner
Flat tenant → A base plan with personal liability, theft and flood cover (if ground floor) is sufficient in most cases. Flat owner → Add building liability (with insurers that don’t include it by default), legal protection and new-for-old contents cover. House owner → Extended cover recommended: all standard coverages + theft + flooding + assistance + family RC + packs based on your equipment (garden, solar panels). Non-occupying landlord (PNO) → Landlord liability, building legal protection, rent guarantee (available with Foyer). These policies are available with all 4 insurers.
Which plan to choose for your profile
You want simple, modular cover → LALUX easyPROTECT Confort or Foyer Mozaïk: pick only the covers relevant to your situation. You want comprehensive cover without the complexity → LALUX Performance or Baloise Intégrale: everything is included, plus a few optional packs for specific items. You live in a flood-risk area and want it included by default → Baloise is the only insurer to include flood cover in all plans. You want the most comprehensive base coverage → AXA OptiHome: theft, Emergency@Home and building RC/legal protection are all in the base. Final tip: always compare on an equivalent coverage basis using a comparison tool to get quotes on the same terms.
Frequently asked questions about home insurance coverage
What coverages are automatically included in a Luxembourg home insurance policy?
All Luxembourg policies share a common core: fire and related perils (lightning, explosion, smoke), water damage, glass breakage, storm/hail/snow and electrical damage. With Foyer, vandalism and terrorism cover are also included in the base. With AXA, the base is even broader, including theft, Emergency@Home assistance and building RC/legal protection. With Baloise, flooding is included by default in all plans. Personal liability, private legal protection and natural disasters (except with Baloise and depending on the plan) are generally optional.
Is burglary cover always included in Luxembourg?
No. According to official IPIDs: with LALUX, theft is not covered under the Sécurité plan — it is included from the Confort plan onwards. With Foyer, theft is an optional cover. With AXA, theft is included in the base coverage. With Baloise, theft and vandalism are optional under Essentielle but included in the Intégrale plan. It is therefore essential to check your specific policy conditions and activate this cover if it is absent or insufficient. A well-furnished flat typically contains tens of thousands of euros worth of contents.
Is flooding covered by home insurance in Luxembourg?
It depends on the insurer and plan chosen. Only Baloise includes weather events including flooding in all its plans, from the Essentielle level. With LALUX, weather perils (flooding, sewer backflow) are included in the Performance plan and available as an option for Confort. With Foyer and AXA, flood cover is an optional add-on. Unlike France, which has a statutory natural disaster compensation scheme, Luxembourg has no such mandatory mechanism. This cover became particularly important following the July 2021 floods that affected several Luxembourg municipalities. If you live in a flood-risk area, check with your municipality or consult available risk maps.
What is the difference between personal liability (RC vie privée) and building liability (RC immeuble)?
These are two separate covers. Personal liability (or family liability) covers bodily injury and property damage caused to third parties in everyday life — by you, household members or your pets. It is optional with all 4 Luxembourg insurers, but strongly recommended. Building liability (or tenant liability for renters) covers responsibility specifically related to the building: damage caused to the landlord’s property (for a tenant) or damage caused to third parties by the building (for an owner). With AXA, building liability is included in the base coverage. With Baloise, a « property civil liability » cover is included by default. For co-owners, building liability is generally required under the co-ownership rules.
Is there an excess on claims in Luxembourg?
In almost all cases, Luxembourg insurers do not apply an excess on standard home insurance coverages — a distinctive feature of the Luxembourg market compared to neighbouring countries (France, Belgium), where excesses of €150 to €300 are common. In return, Luxembourg premiums are on average 20% higher than in France or Belgium. There are exceptions, however: with AXA, an excess of 10% of the loss (minimum €1,500) applies specifically to the earthquake cover. Excesses may also apply to certain options under your specific policy conditions. Always check the general conditions to understand any excesses associated with each cover taken out.
What is new-for-old replacement and who includes it?
New-for-old replacement is a settlement basis under which the insurer reimburses the current market cost of replacing a damaged item, with no deduction for age or wear. Example: your sofa bought for €2,000 five years ago is destroyed. With new-for-old cover, you receive the price of an equivalent new sofa today, with no depreciation deducted. Without this cover, settlement is made at market value (actual value after depreciation). With LALUX, new-for-old cover for furniture, appliances and multimedia is included in the Performance plan and available as an option for Confort. With Baloise, it is an option on both plans. With Foyer, you choose the settlement basis when taking out the policy.
Are my mobile devices covered outside the home?
Standard coverages only apply to belongings at your Luxembourg home address. For mobile devices (smartphone, laptop, tablet, camera, smartwatch), you need to take out a mobile multimedia pack. These packs cover theft and damage worldwide, 24/7. LALUX includes this in the Performance plan and offers it as an option for Confort. Foyer offers nomadic items as an optional cover. AXA covers mobile multimedia worldwide as an option. Baloise offers a Multimedia Pack as an option on both plans. For personal effects (clothing, luggage) while travelling, a dedicated travel insurance policy (cancellation, assistance, baggage) is available with LALUX, Foyer and AXA as an add-on.
Can I change my coverage during the policy term?
Yes. Luxembourg policies are very flexible. You can amend your cover by endorsement: add coverages or packs (generally effective immediately after signing the endorsement), remove covers that are no longer needed (effective from the next annual renewal), increase limits if your assets have grown, or declare new items to insure (solar panels, a newly built pool, artwork acquisitions). Simply contact your insurer or agent. Typical review triggers include: moving home, major works (solar panel installation, pool construction), acquiring valuables, or a change in family situation. It is advisable to review your coverages and insured values every 2 to 3 years at minimum to ensure your policy still reflects your actual situation.
Which insurance is best for a tenant in Luxembourg?
Tenants need cover for the contents of their home (furniture, appliances, personal effects) and for their tenant liability. Essential coverages for a tenant are: the standard coverages (fire, water damage, glass breakage, storm, electrical damage), theft cover, personal liability (often required by landlords), and — if you are on the ground floor or in a flood-risk area — flood cover. AXA OptiHome includes theft and basic assistance. Baloise Essentielle includes flood cover by default. Foyer Mozaïk and LALUX Confort let you compose exactly the cover you want. Also check whether your lease requires specific tenant liability cover — this is common in Luxembourg.
How do I compare the 4 Luxembourg insurers?
To compare effectively, always compare on an equivalent coverage basis — do not rely on the entry-level price alone, which can vary considerably depending on what is actually included. Here is a 4-step method: 1) List the covers you need (base + theft + flooding + RC + specific options). 2) Check which covers are included by default with each insurer and which are paid add-ons. 3) Request quotes with exactly the same covers activated with each insurer. 4) Compare not only price but also cover limits, settlement terms (new-for-old vs. market value) and included services (assistance, claims management, client portal). Our home insurance comparison tool lets you do this in just a few minutes.
