1. Overview: 5 fully stackable support pillars

In 2026, financing an energy renovation or equipment project in Luxembourg relies on five distinct, fully stackable sources. The key lies in combining them intelligently: each scheme follows its own logic (direct capital grant, tax reduction, interest subsidy), but all can be mobilised simultaneously on the same project.

Scheme Managed by Type of support Stackable?
Klimabonus Wunnen Environment Administration (AEV) Direct grant (fixed amounts per m² or per installation) ✓ Yes
Enoprimes Enovos & SUDenergie / Sudstroum Energy supplier grants ✓ Yes
3% VAT Registration & Domains Administration (AEDT) Tax benefit (vs normal 17% rate) ✓ Yes
Municipal grants Luxembourg communes Local supplementary subsidy ✓ Yes
Klimaprêt Approved banks (BIL, BCEE…) Interest subsidy (1.5% covered by State) ✓ Yes

Critical chronological order: The most commonly forgotten — and costliest — rule is that certain grants must be applied for before signing any order form or quote. For Klimabonus, the agreement in principle must precede the start of works. For Enoprimes, the application must be registered before signing the quote with the installer. Failing to follow this order results in the permanent, irrecoverable loss of the subsidy.

The Klima-Agence provides a free grants simulator at aides.klima-agence.lu that calculates in a few clicks the combined Klimabonus + Enoprimes + municipal grants for your specific project. This is the recommended starting point before submitting any application.

2. Klimabonus Wunnen 2026: the main scheme

The Klimabonus Wunnen is the central state subsidy for residential energy renovation in Luxembourg. Managed by the Environment Administration (AEV), it applies to residential buildings more than 10 years old. Since 1 January 2026, the scheme has been completely overhauled: amounts are now fixed flat rates expressed in euros per square metre or per installation, replacing the previous percentage-based system.

Illustration — 150 m² house built in 1985, oil-heated:
Façade insulation (ecological material, level I): 150 m² × €115/m² = €17,250
Roof insulation: 80 m² × €80/m² = €6,400
Window replacement: 30 m² × €70/m² = €2,100
Air-to-water heat pump (replacing fossil boiler): €10,000
Estimated Klimabonus total: ~€35,750 — before Enoprimes, 3% VAT and municipal grants.
Indicative figures. Use the Klima-Agence simulator for your specific project.

One of the most significant changes in the 2026 regime: biosourced insulation materials (wood fibre, cork, cellulose wadding) or materials containing more than 50% recycled content receive nearly double the grant compared to standard materials. On a 200 m² façade, the difference between €60/m² and €115/m² represents €11,000 in additional aid.

The Klimabonus is capped at 50% of the total investment cost (materials + installation excl. VAT). If your heat pump costs €14,000, the subsidy will be limited to €7,000, even if the flat rate is €10,000. In practice, for installations costing over €20,000, this cap is rarely triggered.

3. Solar PV & storage grants: direct pre-financing

Since 4 January 2026, photovoltaic installations benefit from an unprecedented pre-financing mechanism: the Klimabonus subsidy is deducted directly from the invoice by the installer, without the owner having to advance the amount and wait for State reimbursement. The installer then submits the application via MyGuichet.lu, and the State reimburses them within a maximum of 30 days.

Installation type Eligibility condition Maximum grant
Solar PV panels Min. 2 kWp — self-consumption mode Up to €10,000 (reached at 15 kWp)
Storage battery Min. 2 kWh — coupled to PV installation Up to €2,250 (reached at 9 kWh)
PV + Battery combined Simultaneous installation, self-consumption mode Up to €12,250 combined

Installations opting for the guaranteed feed-in tariff are not eligible for the 2026 Klimabonus scheme. Also note: the storage battery is subject to normal 17% VAT, unlike the panels and their installation (3%). Always request an itemised quote with two separate VAT lines.

4. Enoprimes: energy supplier grants

Enoprimes provide a second level of financing, complementary to Klimabonus. Since 2015, gas and electricity suppliers active in Luxembourg are legally required to fund energy savings among consumers. In practice, Enovos and SUDenergie manage the Enoprimes programme (enoprimes.lu), while Sudstroum has its own programme — all listed on the Klima-Agence website.

Important point: you do not need to be a customer of Enovos or SUDenergie to benefit from these grants. The programme is open to any owner or tenant (with landlord’s consent) of a property located in Luxembourg, regardless of your current energy supplier. The most commonly forgotten Enoprimes rule: register your application before signing any order form with an installer. If you sign the quote first, the grant is permanently lost, with no possible recourse.

5. Super-reduced 3% VAT: the immediate tax benefit

Luxembourg’s standard VAT rate is 17%. For construction and renovation works on a primary residence, the State applies a super-reduced rate of 3%. This is a direct, immediate saving of 14 percentage points on your works invoices — a lever often underestimated by property owners. The total tax benefit is capped at €50,000 per dwelling created and/or renovated, and the dwelling must remain a primary residence for at least 2 years after completion of works.

Illustration — VAT 3% impact on a comprehensive renovation project:
Eligible works (excl. VAT): €80,000
At 17% VAT (normal rate): +€13,600 → Total incl. VAT: €93,600
At 3% VAT (super-reduced rate): +€2,400 → Total incl. VAT: €82,400
Direct saving: €11,200 — within the €50,000 tax benefit cap per dwelling.

Two application methods: either the contractor applies the 3% rate directly on your invoice (after prior approval from AEDT), or you pay at the normal 17% rate and then claim the difference from AEDT within 5 years. The direct application method is far more practical and must be requested before work begins.

6. Municipal grants & Klimaprêt

Many Luxembourg municipalities offer their own energy renovation subsidies, which can reach up to 50% of the State grant depending on the commune. These local grants are fully stackable with all State schemes. Amounts and conditions vary significantly between communes — check directly with your local administration or use the Klima-Agence simulator for an overview.

The Klimaprêt (climate loan) allows you to finance the remaining balance at advantageous terms: the State covers a 1.5% interest subsidy (up to 10% of the borrowed capital). Available from approved banks (BIL, BCEE notably), this loan can finance up to €100,000 of energy renovation works over a maximum term of 15 years. A State guarantee of up to €50,000 can further facilitate bank access.

Frequently asked questions — energy grants in Luxembourg

Can Klimabonus, Enoprimes and 3% VAT be combined on the same project?
Yes, all five schemes (Klimabonus, Enoprimes, 3% VAT, municipal grants and Klimaprêt) are fully stackable. Their combination is what allows reaching the highest financing rates — sometimes over 50% of the total cost for an ambitious comprehensive renovation. The free Klima-Agence simulator at aides.klima-agence.lu calculates this automatically.
Do I need to be a homeowner to benefit from Klimabonus?
No. Klimabonus is accessible to both owners and tenants (with written landlord consent). Co-ownership associations can also apply through their authorised property manager. The same openness applies to Enoprimes — you don’t need to be an owner or a customer of any particular energy supplier.
What is the deadline to apply for Klimabonus after works completion?
You have 4 years from 31 December of the invoicing year to submit your final liquidation request to the single housing grants desk. For example, for works invoiced in 2026, you have until 31 December 2030. Late applications result in permanent loss of the subsidy.
Does the PV pre-financing mechanism apply to all installations?
Pre-financing (direct deduction from invoice) applies to new PV installations in self-consumption mode of at least 2 kWp, provided the installer is registered in the official register on Guichet.lu. A battery alone added to an existing PV installation cannot use pre-financing — it follows the standard post-financing route. Always verify your installer’s registration before signing anything.
How can I switch electricity suppliers alongside my renovation project?
Switching energy supplier is independent of your renovation project and can be done at any time. Some contracts are particularly suited to heat pump or solar panel owners (dual-rate billing, surplus energy management…). Our electricity offers comparator helps you find the contract best suited to your new energy situation.
