Car insurance coverage in Luxembourg: complete guide 2026
Windscreen cover, driver protection, breakdown assistance, natural events… car insurance in Luxembourg goes well beyond the mandatory third-party liability. This guide covers each type of cover in depth — what it actually includes, which policies it comes with, and how the four CAA-approved insurers — LALUX, Foyer, AXA, and Baloise — implement it in practice, based on their official documents reviewed in June 2026.

Compare car insurance →1. Third-party liability — the only mandatory cover
Motor third-party liability is the only insurance made compulsory by the Act of 16 April 2003 on compulsory civil liability insurance for motor vehicles. It covers bodily injury and property damage caused to third parties in an accident for which you are at fault — including passengers in your own vehicle. Without valid third-party liability cover, no vehicle may be driven or registered in Luxembourg.
In Luxembourg, third-party liability is linked to the Green Card system of the Bureau Luxembourgeois des Assureurs Automobiles (LBAA), which guarantees cover across member countries. The premium is partially tax-deductible under Article 111 LIR (special expenses deduction).
Third-party liability covers other parties: passengers in other vehicles, pedestrians, cyclists, and passengers in your own car. It never covers your own bodily injury as the at-fault driver — that is exactly what the driver protection cover is for, which is not included in third-party liability.
Legal defence and recovery: all Luxembourg insurers offer a legal defence and recovery guarantee separate from third-party liability. It funds your legal representation (solicitor fees, court costs) in the event of a dispute arising from an accident. At AXA, legal protection covering defence and recovery is included in all three OptiDrive policies. At LALUX, it is available for an additional premium, covering up to €10,000 in fees. At Foyer mobilé, it is an optional extra; at Foyer moov, it is included as standard in both Silver and Gold policies.

2. Driver protection
Driver protection fills the main gap left by third-party liability: it compensates you for bodily injury you sustain in an accident for which you are responsible. Without it, you can only receive compensation if another at-fault party reimburses you through their own liability cover. It typically covers: permanent total or partial disability, temporary incapacity to work, medical expenses not reimbursed by social security, and death (lump sum paid to beneficiaries).
| Insurer / Product | Included as standard? | Exact name | Scope / Notes |
|---|---|---|---|
| Baloise Drive | ✓ All policies | Conducteur Protégé | Included at no extra cost in both Essentielle and Intégrale — unique in the Luxembourg market |
| LALUX easyPROTECT Auto | Optional add-on (all policies) | Garantie Accident / Garantie Conducteur | Two levels: Garantie Accident (death, disability, medical costs for driver and/or family) or Garantie Conducteur |
| Foyer mobilé | Optional add-on (all policies) | Conducteur protégé / Occupants protégés | Occupants protégés covers driver and passengers across all modes of transport, valid worldwide |
| Foyer moov | Optional (Silver and Gold) | Conducteur protégé | Optional add-on available in both Silver and Gold policies |
| AXA OptiDrive | Standalone option | Driver protection or driver security | Standalone optional add-on available across all policies |
Foyer’s unique feature: the Occupants protégés cover is valid worldwide (unlike other covers limited to Green Card countries) and applies to all modes of transport: car, bicycle, scooter, and public transport. It covers the driver and all vehicle occupants. This multi-mobility approach is unique among the four Luxembourg insurers.
Baloise stands out by including driver protection in its entry-level policy (Essentielle) at no extra cost. It is the only insurer in the Luxembourg market to systematically include this cover from the outset.
3. Roadside assistance & breakdown
Assistance cover kicks in when your vehicle becomes immobilised. Two types should be distinguished: accident assistance (included in most entry-level policies) and breakdown assistance (an optional extra in most cases, included as standard only at Baloise). LALUX includes its Top Assistance — 24/7 towing following a breakdown, accident, or theft, plus repatriation of the vehicle and occupants — in all its policies, for cars only and when the vehicle is immobilised or stolen.
Accident assistance
- Towing following a reported accident
- Repatriation of vehicle and occupants
- Emergency accommodation if required
- Cover in Green Card countries
- Does not cover ordinary mechanical breakdowns
- With Foyer mobilé Clima and Essentiel: optional extra, not included
Breakdown assistance
- Mechanical, electrical, or electronic failure
- Flat battery, puncture, lost keys
- Towing to a garage
- Electrical breakdown (incl. EVs) at AXA as an option
- Paid optional extra at LALUX, Foyer mobilé, and AXA
Replacement vehicle
The duration and conditions for a replacement vehicle vary by insurer, cause (accident, breakdown, theft, windscreen damage), and the policy taken out. Below is the documented data from official sources:
| Insurer / Policy | Windscreen | Breakdown | Accident | Theft / Total loss |
|---|---|---|---|---|
| LALUX Sécurité | 0 d (+2 opt.) | 5 d | 5 d | 30 d (+30 opt.) |

4. Fire, theft, and vandalism
These three covers form the core of Mini Casco. They protect your own vehicle against events beyond your control at the wheel. Whether they are included varies by insurer and policy.
Fire cover
Covers damage to your vehicle caused by fire: accidental fire, short circuit, lightning strike, burns, and explosion. At LALUX (Sécurité policy), fire is included in the fire and windscreen pack — covering lightning strikes, burns, and short circuits. At Foyer moov, fire is included as standard from the Silver policy onwards. At AXA, fire is included in the Mini-Casco pack. At Foyer mobilé, it is included as standard in the Protection and Zen policies, and as an option in Clima and Essentiel.
Theft cover
Covers outright vehicle theft, attempted theft with damage, car-jacking (theft by violence on a public road), and home-jacking (theft at your home). At LALUX, the theft cover also includes electronic key hacking or break-in, replacement of keys and locks, repair of the anti-theft system, and replacement of wheels, tyres, and hub caps. At Foyer moov Silver, theft is included as standard.
Theft is only compensated if the vehicle was properly locked at the time of the incident. Following a theft, most insurers require a police report to be filed as promptly as possible — this is a prerequisite for any compensation. LALUX also specifies that a police report must be filed immediately in the event of a collision with a stray animal.
Vandalism
Intentional damage caused by third parties (scratches, deliberate damage) is covered under Casco policies. At LALUX Confort and Performance, vandalism is explicitly included in the vehicle damage cover, including tyre damage caused by vandalism. At Foyer mobilé, vandalism cover forms part of the material damage included in the Zen policy; at Foyer moov Gold, material damage (including vandalism) is included as standard.

|---|---|---|---|

5. Windscreen cover — broader scope in Luxembourg
Windscreen cover in Luxembourg is more comprehensive than in many neighbouring countries. Beyond standard glazing, it also covers headlights and mirrors. At LALUX, the scope documented in the policy comparison table is explicit: repair or replacement of the windscreen, sunshades, sunroof, mirrors, and headlights (including xenon). This level of completeness is rarely offered elsewhere.
| Item covered | LALUX | Foyer moov Silver | AXA Mini-Casco | Baloise Pack Dommage |
|---|---|---|---|---|
| Windscreen | ✓ | ✓ | ✓ | ✓ |
| Side windows and rear screen | ✓ | ✓ | ✓ | ✓ |
| Sunroof / glass sunshades | ✓ confirmed | See T&Cs | See T&Cs | See T&Cs |
| Exterior mirror glass | ✓ confirmed | See T&Cs | See T&Cs | See T&Cs |
| Headlights (incl. xenon) | ✓ confirmed | See T&Cs | See T&Cs | See T&Cs |
« See T&Cs » means the exact scope is not specified in the IPID document and must be verified in the full policy terms. Only LALUX explicitly documents the full list in its public policy comparison table.
No excess: LALUX explicitly confirms no excess across all its cover types, including windscreen. This is common practice in the Luxembourg market. Note: at AXA, the IPID states that replacement only occurs when technically necessary (LALUX windscreen cover uses the same wording — repair where possible, replacement only when necessary).
Windscreen cover is included in Mini Casco and Casco policies. Under third-party-only policies (Foyer mobilé Essentiel, LALUX without packs), it is not covered. At Foyer mobilé Clima, windscreen cover is part of an optional ‘Fire and Windscreen’ pack.
6. Natural events and animal collisions
Natural events cover damage caused by weather or geological phenomena beyond your control. At LALUX, the documented scope includes: falling rocks, storm, hail, etc. Flooding and submersion are also covered. This cover is included in the Theft, Natural Events and Animal Collision pack at LALUX (available from the Sécurité policy with the pack), and as standard in Foyer mobilé Clima, Protection, and Zen policies, as well as Foyer moov Silver and Gold.
| Event | LALUX Sécurité (with pack) | Foyer mobilé Clima | Foyer moov Silver | AXA Mini-Casco | Baloise Intégrale |

| Falling rocks / lightning | ✓ confirmed LALUX | ✓ | ✓ | ✓ | ✓ |
| Foyer mobilé Essentiel | Not included as standard — natural events absent from the Essentiel policy (third-party only) | ||||
Animal collision
Cover for collisions with stray animals (deer, wild boar, fox, etc.) is consistently paired with natural events cover in official documents. At LALUX, it is included in the same pack as natural events (Theft, Natural Events and Animal Collision pack), and activating it requires windscreen cover to also be taken out. At Foyer mobilé, animal collision is included as standard in the Protection and Zen policies, but is not mentioned as standard in Clima. At Foyer moov, animal collision is included as standard from Silver onwards. At AXA, it is included in the Mini-Casco pack (‘animal collision’). At Baloise Intégrale, it is included as standard.
A collision with a stray animal requires an official report (police or competent authority) confirming the incident. LALUX explicitly states that « a complaint or declaration must be immediately filed with the competent authorities » and that « an official report confirming the collision must be submitted to the company ».
7. All-risk cover — comprehensive Casco
The all-causes vehicle damage cover is the defining feature of comprehensive Casco. It covers damage to your vehicle in an accident for which you are at fault, in a collision with no identifiable third party, or when leaving the road. Without this cover, no compensation is available if you are the sole party at fault.
At LALUX, vehicle damage cover (available from Confort onwards) includes: material damage from an accident or vandalism, misfuelling, tyre damage including vandalism, damage caused by rodents (stone martens), airbag reset and direct settlement of the repair invoice. The Performance policy adds Réparation Plus: if the repair cost approaches total loss, the compensation is increased by 10% of the replacement value (up to €2,500) to avoid the vehicle being written off.
| Casco cover | LALUX | Foyer mobilé | Foyer moov | AXA | Baloise |
|---|---|---|---|---|---|
| All-risk material damage | Confort and Performance | Zen only | Gold only | Privilège only | Intégrale only |
| Misfuelling | ✓ Confort/Perf. | See T&Cs | See T&Cs | See T&Cs | See T&Cs |
| Rodent damage (stone martens) | ✓ Confort/Perf. | See T&Cs | See T&Cs | See T&Cs | See T&Cs |

| Casco no-claims protection | ✓ Performance (incl.) | Option | See T&Cs | Option | Indemnisation Pack |
| Réparation Plus (+10%) | ✓ Performance only | — | — | — | — |
AXA used vehicle value: for vehicles over 12 months old, AXA compensates based on the pre-loss value under the Active+Mini Casco policy, and at pre-loss value + 10 to 20% under the Privilège policy. This is a distinctive AXA feature documented in their official policy comparison table.
LALUX Performance: it is the only policy in the Luxembourg market to include both Casco no-claims protection and a Joker automatically replenished after 3 claim-free Casco years as standard. In practice: your coefficient remains unchanged after a fault claim (no-claims protection), and if you have had no claims for 3 years, your Joker is free.
8. Notable optional extras
Comprehensive legal protection
Separate from basic legal defence and recovery, comprehensive legal protection covers vehicle-related disputes across a wider scope: contesting a fine, disputes with a garage, criminal defence, and debt recovery. At LALUX, the full Legal Protection option is available across all policies (up to €10,000 in costs and fees). At AXA, basic legal protection (defence and recovery) is included in all three policies; a broader ‘comprehensive legal protection’ option is available as a standalone add-on. At Foyer mobilé, legal defence or protection is an optional extra depending on the policy.
Taxi Joker — emergency transport
Several insurers cover taxi journeys when you are unable to drive (accident, intoxication, injury, loss of glasses):
| Insurer | Name | Included / Optional | Journeys | Beneficiaries |
|---|---|---|---|---|
| AXA OptiDrive | Joker Taxi | Included in all 3 policies | See policy terms | All vehicle passengers |
| LALUX easyPROTECT Auto | LALUX Taxi | Optional (all policies) | 3 return-home journeys | See policy terms |
| Baloise Drive | Taxi (Mobility Pack) | Mobility Pack (levels 1, 2 or 3) | 2 journeys/year (all levels) | See policy terms |
| Foyer mobilé / moov | — | Not available | — | — |
AXA Joker Taxi included in all policies: contrary to what one might assume, the AXA Joker Taxi is included in the Active, Active + Mini Casco, and Privilège policies — confirmed in the official AXA Luxembourg comparison table. It covers all vehicle passengers.
Pick-Up & Delivery (AXA)
AXA offers an exclusive service: following a covered accident and if your vehicle is still driveable, AXA provides a replacement vehicle, collects your car, has it repaired, and returns it to you wherever and whenever you choose. This service eliminates the need to travel to a garage entirely.
Personal effects and luggage
At LALUX, the luggage and personal effects cover includes: roof racks, child seats, roof box contents, smartphones, GPS devices, and personal belongings. Available as an option across all policies. At AXA, personal items are included in Active+Mini Casco (€1,000) and Privilège (€3,500) policies. At Foyer moov Silver, the ‘Mes objets’ option is available. At Baloise, luggage and transported goods form part of the Mobility Pack (€500 level 1 / €1,000 level 2 / €3,000 level 3).
Baloise Indemnisation Pack
The Baloise Indemnisation Pack is available exclusively with the Intégrale policy. It includes two elements: vehicle buy-back at purchase or appraised value depending on the vehicle’s age, and no-claims protection on material damage cover in the event of a claim — the latter being provided free of charge if you have already reached the maximum bonus (-3).
Electric and hybrid vehicles
LALUX offers a special electric and hybrid vehicle option covering battery diagnostics, decontamination, and recycling following a claim. AXA covers the traction battery under its material damage cover (Privilège policy), and confirms that the charging cable is covered in the event of theft (€500 under Active+MC, €1,000 under Privilège). AXA also covers the home charging point through the OptiHome home insurance policy.
Baloise Aménagement Pack
Baloise offers a three-level Pack Aménagement to cover equipment added to the vehicle: accessories and vehicle wrapping (€500 / €1,500 / €5,000) and specific fittings (€5,000 / €10,000 / €15,000). This pack covers custom wraps, modified suspension, and leisure or professional equipment.
Mileage-based policy
Two insurers offer a mileage option for low-mileage drivers. At AXA, the mileage-based policy allows you to declare a mileage band and benefit from a premium reduction; mileage is declared without a black box, based on the odometer. At Baloise, limited mileage is also available and open to all driver profiles.
Foyer moov — approved garage network required: under the moov product (Silver and Gold), all repairs to the insured vehicle must be carried out by a Foyer partner garage. Excesses also apply. This is an important constraint to consider before taking out this policy, despite its competitive pricing.

10. Frequently asked questions about car insurance cover
What is the difference between third-party liability and driver protection?
Third-party liability covers damage you cause to others (third parties, passengers in other vehicles, pedestrians). Driver protection covers you personally for your own bodily injury in an accident for which you are at fault. Without driver protection, if you are at fault, you receive no compensation for your injuries. Third-party liability is compulsory under the Act of 16 April 2003. Driver protection is a strongly recommended add-on, included as standard only at Baloise.
Does windscreen cover really include headlights in Luxembourg?
Yes, at least at LALUX: the official easyPROTECT Auto policy comparison table explicitly lists repair or replacement of the windscreen, sunshades, sunroof, mirrors, and headlights (including xenon). This is a broader scope than what is typically offered in neighbouring countries, where headlights are often excluded. For other insurers, the exact scope must be verified in their full terms and conditions, as this level of detail is not specified in IPIDs.
Are there excesses on car insurance in Luxembourg?
LALUX explicitly confirms no excess across all its easyPROTECT Auto cover — it is even featured as a commercial selling point in their table. This is common practice in the Luxembourg market. Exceptions do exist: at AXA, the IPID mentions an excess for an undeclared licence held for fewer than 3 years (€1,250), and excesses may be cumulative. At Foyer moov, excesses apply explicitly. Always check your individual policy terms.
What is the difference between Foyer mobilé and Foyer moov?
They are two distinct product ranges. Foyer mobilé is the main range with 4 policies (Essentiel, Clima, Protection, Zen): a wide choice of options, no garage restrictions, and driver protection and personal effects available as add-ons. Foyer moov (Silver and Gold) is a more accessible offering, but with a significant constraint: all repairs must be carried out at a Foyer partner garage, and excesses apply. Foyer moov Silver does, however, offer a very comprehensive base of included cover (fire, theft, windscreen, natural events, animal collision, assistance, and legal defence all included as standard).
What exactly does Foyer’s ‘Occupants protégés’ cover?
Foyer mobilé’s Occupants protégés cover (formerly ‘Accident de la circulation’) covers bodily injury sustained by the driver and all passengers in the insured vehicle, worldwide and across all modes of transport: car, bicycle, scooter, and public transport. This multi-mobility approach is unique in the Luxembourg market. It is available as an option across all mobilé policies, and also at moov.
How does LALUX’s Casco no-claims protection work?
LALUX Performance incorporates two distinct mechanisms. No-claims protection: a claim that does not engage the policyholder’s civil liability does not affect the bonus-malus system for the vehicle damage cover — your coefficient remains unchanged after a fault Casco claim. The Joker: following 3 consecutive years without a Casco claim, a joker is replenished free of charge, allowing you to ‘neutralise’ a future claim. Both mechanisms are included as standard in Performance; no-claims protection alone is available as an option in Sécurité and Confort.
Is the AXA Joker Taxi really included in all policies?
Yes — confirmed by the official AXA Luxembourg comparison table. The Joker Taxi is included in all three OptiDrive policies: Active, Active + Mini Casco, and Privilège. It covers all vehicle passengers when they are no longer in a fit state to drive (accident, after a night out, injury, loss of glasses). The number of included journeys is not specified in the IPID; the individual policy terms clarify this point.
Which insurer offers the most comprehensive base cover without add-ons?
Foyer moov Silver offers the richest included base among entry-level policies: third-party liability, legal defence, fire, theft, windscreen, natural events, animal collision, and assistance are all included without extras — provided you accept the partner garage network and applicable excesses. Baloise Drive Essentielle stands out for including driver protection and breakdown assistance as standard, with no garage restrictions. The right choice depends on your priorities: maximum vehicle damage cover (moov Silver), included personal cover (Baloise), or garage flexibility (all other policies).
