Mobile plan for expats in Luxembourg: which operator to choose in 2026?
Just moved to Luxembourg — or planning to? Choosing the right mobile plan is one of the first practical steps to sort out. With 47% of residents being foreign nationals and nearly 180 nationalities on its territory, Luxembourg is the EU’s most cosmopolitan country relative to its population size. This translates into specific mobile needs: staying in touch with family back home, managing professional life in English, and travelling regularly across Europe and beyond. This guide compares Luxembourg’s operator offerings and helps you find the best mobile plan for your expat profile.

Luxembourg is, relative to its population, the EU country with the highest share of foreign residents. As of 1 January 2025, 47.0% of the 681,973 inhabitants of the Grand Duchy do not hold Luxembourgish nationality — approximately 320,500 foreign residents — according to STATEC. Around 180 nationalities are represented on this territory of 2,586 km².
The five largest foreign communities are Portuguese (the largest, around 14% of the total population), French (~7.6%), Italians (~3.7%), Belgians (~2.7%) and Germans (~1.8%). These are complemented by residents from Asia, North America and the rest of the world, a segment which is growing. Luxembourg City alone has over 70% foreign residents — one of the highest proportions of any European capital.
This expat population is highly diverse: international executives attracted by banking, finance and institutional sectors (EU institutions, investment funds, multinationals), tech professionals, researchers, entrepreneurs, and long-established families. Each profile has different mobile needs. Luxembourg’s operators offer customer service in French, German, Luxembourgish and English.
| Community | Share of total population | Calls covered by EEA roaming |
|---|---|---|
| Portuguese | ~14% | ✓ Yes |
| French | ~7.6% | ✓ Yes |
| Italians | ~3.7% | ✓ Yes |
| Belgians | ~2.7% | ✓ Yes |

2. Specific mobile needs of an expat in Luxembourg
An expat living in Luxembourg has mobile needs that differ structurally from those of a Luxembourgish resident or a cross-border worker. These needs fall into four main categories.
Calls to your home country
Staying in touch with family, friends and professional contacts back home is a daily necessity. Depending on the country — France, Portugal, Italy, Belgium, Germany (covered by EEA roaming) or the USA, Canada, Brazil, Asia (outside EEA, different billing) — solutions and rates vary considerably. This is the most decisive criterion when choosing a plan for a non-European expat.
Data for frequent travel in Europe and worldwide
Expats in Luxembourg, particularly in finance, tech and EU institutions, travel frequently — across Europe for work, and regularly to their home country. A plan with a generous EU data allowance and accessible roaming options is a key criterion.
Multilingual customer support
A non-French-speaking expat who encounters an issue with their plan needs customer service in English. All three Luxembourg operators offer English support, though availability varies by channel — worth checking before signing up.
Contract flexibility
An expat who has just arrived is not always certain about staying long-term. No-contract plans are particularly valuable during this settling-in phase, before committing to a longer-term contract once the situation is established.
Additional needs: if you are an expat also looking to set up your home, internet plans for expats and TV packages (including channels from your home country) are also available in Luxembourg.
3. How to get your first mobile plan in Luxembourg
Contrary to what new arrivals sometimes fear, signing up for a mobile plan in Luxembourg is a relatively straightforward process. Documents typically required include a valid ID (European ID card or passport), a Luxembourg delivery address for a physical SIM card, and an IBAN — ideally Luxembourgish, but foreign SEPA IBANs are generally accepted for direct debit.
For the first few weeks: if you don’t have a bank account when you arrive, start with a prepaid card (available from POST, Tango and Orange at supermarkets, operator shops and the airport). This gives you a Luxembourg number immediately while you open a bank account. Your prepaid number can later be ported to a monthly subscription at no cost.
Online vs. in-store sign-up
All three main operators (POST, Tango, Orange Luxembourg) allow fully online subscription with SIM activation at home or via eSIM if your phone supports it. This is the most convenient option for an expat arriving without time to visit a shop.
Tango’s GO)) range is fully no-contract when taken without a smartphone, managed via the MyTango app. Orange Luxembourg also allows online sign-up for most of its plans. For those who prefer personalised advice, POST has a dense network of retail outlets across the country with staff available in French, German, Luxembourgish and English.
eSIM available from all three operators: POST, Tango and Orange Luxembourg all offer eSIM, allowing you to activate your line without waiting for a physical SIM card — particularly useful for an expat who wants a Luxembourg number from day one. For more details, see our eSIM guide for Luxembourg.

The Luxembourg mobile market is structured around three network operators — POST, Tango, Orange Luxembourg — alongside virtual operators such as Luxembourg Online (LOL Mobile) and Eltrona. Here is what the three main operators offer for expats.
POST Luxembourg — the reference for expats travelling outside Europe
POST is Luxembourg’s historic public operator. It stands out for having the most extensive 5G network in the Grand Duchy (near-complete national coverage, including rural areas) and for its POP Mobile MAXI plan: unlimited calls, SMS and data in Luxembourg and Europe, unlimited calls to the USA, Canada and China, and calls included to landlines in over 60 worldwide destinations. This is the most comprehensive offer on the Luxembourg market for expats with ties outside Europe.
Tango — the flexible operator, ideal for newcomers
Tango (subsidiary of Proximus Group) stands out for several features: the GO)) mobile range is 100% no-contract when taken without a smartphone, with rollover of unused data from one month to the next (Data Plus) and the ability to double your volume once a year (Data Boost). For expats travelling to North America, the GO)) Unlimited Extra plan includes calls and SMS in Europe, the USA and Canada, along with a data allowance for North America.
Orange Luxembourg — competitive no-contract plans
Orange Luxembourg offers competitive plans in terms of data-to-price ratio. Its plans include data, calls and SMS in Luxembourg and Europe, with no-contract options. For calls outside Europe and worldwide roaming, Orange offers add-on passes that can be activated on demand.
| Expat criterion | POST | Tango | Orange Luxembourg |
|---|---|---|---|
| USA/Canada/China included | ✓ POP Mobile MAXI | ✓ GO)) Unlimited Extra (USA/Canada only) | Optional pass |
| No-contract available | Selected plans | ✓ Entire GO)) range | ✓ Most plans |

5. Calls to your home country from Luxembourg: what you need to know
This is one of the most frequently asked questions from expats. The answer depends on the country and how often you call.
To EEA countries (France, Belgium, Germany, Portugal, Italy…)
Thanks to the EU « Roam Like At Home » regulation (EU Regulation 2022/612, extended until 2032), all Luxembourg plans that include European calls cover the entire EEA within the same allowance as domestic calls. For a Portuguese, French, Belgian, Italian or Spanish expat, calling family from their Luxembourg plan is included in the monthly subscription.
Calls to France from their Luxembourg plan: included in the EU calls allowance
Calls received in France during holidays: included (EEA roaming)
Data used in France during holidays: included in the plan’s EU data allowance
Result: no additional charges to keep in touch with family in France
To the USA, Canada and China
These countries are outside the EEA. Calls to these destinations are subject to your operator’s international rates, unless your plan explicitly includes them. Two Luxembourg plans include them natively:
- POST POP Mobile MAXI: calls and SMS included to the USA, Canada and China, and to landlines in over 60 worldwide destinations. The most comprehensive offer for non-European expats.
- Tango GO)) Unlimited Extra: calls and SMS included in Europe, the USA and Canada — but not China.
For plans that do not include these destinations, add-on options can be activated: POST’s « Around the World » options (calls, SMS and data for USA/Canada and other destinations), Tango’s travel options (calls and SMS to several dozen countries outside Europe), or Orange’s roaming passes.
For expats who regularly call countries outside the EEA, VoIP apps (WhatsApp, FaceTime, Google Meet, Signal) are a useful complement. They use your mobile data allowance and are free between users of the same app — provided your contacts also use the app.
Important distinction: « calls to France included » means you are calling France from Luxembourg (or from an EEA country). Calls made from a non-EEA country to France are subject to international rates outside your plan, unless your plan explicitly covers this. See our guide on roaming in Luxembourg for the details.
6. Data and roaming for frequent travellers
An expat in Luxembourg regularly travels back to their home country and may also travel professionally. Here is how Luxembourg plans handle these situations.
In the EEA — included roaming with no surprises
Since EU Regulation 2022/612 came into force, all Luxembourg plans allow data, calls and SMS to be used across the EEA under the same conditions as in Luxembourg, within the EU allowance included in each plan. Premium plans (POST POP Mobile XL and MAXI, Tango GO)) Unlimited and Unlimited Extra, Orange) offer generous volumes that comfortably cover an expat’s needs when returning home for days or weeks.
Before any trip outside the EEA: activate an add-on or pass with your operator, or turn off mobile data roaming on your phone and use Wi-Fi only. Without precautions, out-of-plan billing outside the EEA can be very high. For more details, see our guide on roaming in Luxembourg.
POST POP Mobile MAXI
- Unlimited calls to USA, Canada, China included

- Most extensive 5G network in Luxembourg

- Contract may apply depending on chosen plan
Tango GO)) Unlimited Extra
- USA + Canada included (calls, SMS, data)
- No-contract across the full GO)) range

- China not included (unlike POST MAXI)

7. eSIM: the modern solution for expats arriving in Luxembourg
eSIM is particularly advantageous for expats just arriving in Luxembourg, for two main reasons.
Instant activation — no waiting for a physical card
With an eSIM, you can subscribe to and activate a Luxembourg plan from day one — or even before arriving — without waiting for a physical SIM to be delivered. Simply download the eSIM profile via a QR code sent by email when signing up online. At Tango, the eSIM is free and included in all GO)) plans. Orange activates it via their app. POST offers eSIM in-store or by phone (fees may apply depending on the plan).
Dual SIM — keeping your foreign number in parallel
Most recent smartphones support Dual SIM — one physical SIM and one eSIM simultaneously. This allows an expat to keep their foreign SIM (with their usual number, for contacts who call them on it) while activating a Luxembourg eSIM for their daily and professional use in the Grand Duchy. This is the ideal setup during the transition period.
Make sure your smartphone is unlocked before subscribing to a Luxembourg eSIM. A phone locked to your home country’s operator may refuse to install a foreign eSIM. Unlocking can generally be requested from your original operator, often at no cost. For full details, see our complete eSIM guide for Luxembourg.
| eSIM in Luxembourg | POST | Tango | Orange |

| Availability | ✓ | ✓ | ✓ |
| Activation cost | Fee may apply (in-store or by phone) | Free, included in plan | Via app |
| 100% online sign-up | Partial | ✓ | ✓ |

8. Which mobile plan suits your expat profile?
European expat (France, Portugal, Italy, Belgium, Spain…)
Calls to your home country are covered by EEA roaming in all plans that include European calls. Prioritise a plan with a generous EU data allowance if you travel home frequently. Tango GO)) M or L (no contract, Data Plus included) offers excellent value. POST is recommended if network coverage in rural Luxembourg is important to you.
Expat with family in the USA, Canada or China
This is the profile where plan choice has the greatest financial impact. POST POP Mobile MAXI (calls included to USA, Canada, China + 60 destinations) and Tango GO)) Unlimited Extra (USA + Canada included, no contract) are the two key options. The critical difference: POST MAXI covers China, Tango Unlimited Extra does not. Compare both on Switchr based on your usual call volume.
Expat in the settling-in phase (recently arrived, uncertain duration)
Go for a no-contract plan while you stabilise your situation. The entire Tango GO)) range is no-contract. Start with an entry-level plan and adjust based on your actual usage after a few months. Tango’s free eSIM (activatable online) gives you a Luxembourg number on the day you arrive.
International executive, frequent traveller outside Europe
If you travel frequently outside the EEA for work, POST POP Mobile MAXI with its Around the World add-ons is the most suitable solution. For destinations covered in the base plan (Europe, USA, Canada, China), no activation is needed. For other destinations, options are easily activated via MyPost. See also our guide on international mobile plans in Luxembourg.
Expat working remotely
If you use your phone as a hotspot or regularly join video calls on the move, go for an unlimited data plan or one with a very high allowance. POST’s 5G network delivers the best speeds across the territory. Tango also offers unlimited data in Luxembourg on its Unlimited and Unlimited Extra plans. See also our guide on internet for remote workers in Luxembourg.
9. Keeping your foreign number — what’s possible
International number portability does not exist: it is not possible to transfer a French, Portuguese, Belgian or any other foreign number to a Luxembourg operator. Only domestic portability — between Luxembourg operators — is available. If you already have a +352 number and want to switch operators, you can keep that number at no cost by requesting the transfer when signing up with the new operator.
Options to stay reachable on your old number
Keep a low-cost plan in your home country
Some European operators offer very low-cost plans to keep a number active while your contacts update to your Luxembourg number. A simple option during the transition period.
Call forwarding to your Luxembourg number
Most operators allow you to set up call forwarding from your old number to your new one. Check the terms and costs with your home country’s operator.
Dual SIM via eSIM
Keep your foreign physical SIM in your phone and add a Luxembourg eSIM. Both lines work simultaneously on a compatible smartphone — the most transparent solution for your contacts.
If you want to get a Luxembourg number (+352) from day one, our guide on getting a Luxembourg phone number covers all the steps and available options.

Compare mobile plans in Luxembourg →10. Frequently asked questions — mobile plans for expats in Luxembourg
What is the best mobile plan for an expat in Luxembourg?
There is no universal answer — the best plan depends on your profile. For a European expat with standard usage, Tango GO)) M or L (no contract, Data Plus) offers excellent value. For an expat with family in the USA or Canada, POST POP Mobile MAXI or Tango GO)) Unlimited Extra are the two key options. For China, only POST POP Mobile MAXI includes it natively. Use the Switchr comparison tool to filter by your specific needs.
Can I sign up for a Luxembourg mobile plan from abroad, before arriving?
Yes, via eSIM. Tango and Orange Luxembourg allow online sign-up with immediate eSIM activation, without visiting a shop or waiting for a physical SIM. You will need a valid ID and a SEPA IBAN. With Tango’s free eSIM (included in all GO)) plans), you can have a working Luxembourg number from the moment you arrive.
Does my Luxembourg plan work in my home country during holidays?
Yes, in all EEA countries (27 EU countries + Iceland, Liechtenstein, Norway) — your plan works in these countries within your included EU allowance. For countries outside the EEA, activate an add-on or pass with your operator before travelling. For more details, see our guide on roaming in Luxembourg.
Do I need a Luxembourg bank account to sign up for a mobile plan?
Generally, a European SEPA IBAN is sufficient for direct debit — Luxembourg operators typically accept French, Belgian, German and other SEPA zone bank accounts. If you don’t have a bank account when you arrive, start with a prepaid card (Tango Prepaid, POST TipTop), available without an IBAN at supermarkets and operator shops.
Which Luxembourg operator has the best English customer service?
All three main operators (POST, Tango, Orange Luxembourg) offer customer service in English. POST has advisors available by phone, in-store and by email. Tango has a chat available via the MyTango app. Orange provides customer service in French and English, via its app and stores.
How much does a mobile plan in Luxembourg cost for an expat?
Entry-level and mid-range plans (10 to 25 GB of data) typically cost between €10 and €35/month. Premium plans with unlimited data and extended international coverage (POST POP Mobile MAXI, Tango GO)) Unlimited Extra) are priced higher. Prices change — check our mobile plan price comparison for current rates.
Can I keep my French, Portuguese or Belgian number when moving to Luxembourg?
International number portability does not exist — you cannot transfer a foreign number to a Luxembourg operator. However, the Dual SIM setup (foreign physical SIM + Luxembourg eSIM) lets you run both lines simultaneously on a compatible smartphone. For portability between Luxembourg operators, see our guide on number portability in Luxembourg.
